About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 issued a Special Notice on February 11, 2026, for a sole source home oxygen services contract designated as solicitation 36C26126Q0357. This notice of intent to sole source is issued under FAR 12.102(b) authority for the provision of home oxygen supplies and services to beneficiaries in the VA Sierra Nevada Health Care System service territory. The procurement is structured as a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a guaranteed minimum award of $1,000 and a maximum ceiling of $6,400,000. The contracting officer is David J. Alvarez, and the solicitation has been extended three times, with the current response deadline of March 16, 2026, at 10:00 AM Pacific Time. This is a civilian procurement managed by the Regional Procurement Office West, Network Contracting Office 21, located in McClellan Park, California.

The purpose of this sole source RFQ is to solicit quotes from any responsible source capable of providing home oxygen supplies, equipment maintenance, delivery, patient education, safety management, and infection control services. Interested contractors must submit responses with detailed supporting documentation demonstrating their capabilities to David Alvarez at david.alvarez4@va.gov by March 16, 2026, at 10:00 AM Pacific Time, and all responses will be evaluated to determine whether to conduct a competitive procurement instead of proceeding with the sole source award. Non-OEM contractors must provide authorized distributor letters signed by the Original Equipment Manufacturer, and small businesses must demonstrate compliance with subcontracting limitations and nonmanufacturer rules. The contract encompasses rental of various oxygen concentrator systems, liquid oxygen systems, ventilators, air compressors, suction pumps, and associated consumables with monthly quantities ranging from 24 to 60,000 units depending on the item type. Key service requirements include same-day equipment setup capability, 24/7 emergency response within specified timeframes, 90-day patient assessments, preventive maintenance per manufacturer standards, and compliance with The Joint Commission accreditation standards, with performance monitoring conducted through quarterly home visits, equipment maintenance reviews, and contractor conferences.
