About this file

This is a Request for Sole Source Justification submitted by the Department of Veterans Affairs (VA) seeking approval to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) bridge contract for home oxygen supplies and services. The contracting activity is the VA Sierra Nevada Health Care System (VASNHCS) located in Reno, Nevada, operating through the Regional Procurement Office West and Network Contracting Office 21. The procurement is for a sole source, firm fixed price IDIQ bridge contract to be awarded to incumbent B & B Medical Services (located at 4045 NW 64th St, Suite 250, Nichols Hills, OK 73116-1732). The contract will cover the provision of all required supplies, materials, labor, supervision, transportation, patient education, safety management, and infection control for home oxygen services to VA beneficiaries in the service territory.

The bridge contract period of performance spans two twelve-month ordering periods from April 1, 2026, to March 31, 2028, with one optional six-month extension available. The justification cites the unique qualifications of the incumbent contractor and the need to ensure continuity of critical home oxygen services while a long-term five-year IDIQ contract package is being prepared for future solicitation. The agency bases its sole source determination on the "Only One Responsible Source" criterion, noting that B & B Medical Services is currently the only firm capable of providing the necessary supplies and services in a timely manner without unacceptable delays. The Independent Government Estimate is based on historical pricing data from previous home oxygen contracts. The procurement is authorized under Revolutionary FAR Overhaul (RFO) FAR 12.201-1 for simplified procedures for commercial items and requires approvals from the Contracting Officer, one level above the Contracting Officer (for amounts exceeding $350,000), and the VHA Advocate for Competition and RPO Head Contracting Activity.
