About this opportunity
The Bureau of Land Management (BLM) Montana State Office is seeking a specialized contractor to stabilize the historic McMaster Ranch Long Barn, which was built between 1910 and 1920 and listed on the National Record of Historic Places in 2022. The barn has experienced significant structural distress including racking, listing, and observable movement that requires immediate intervention to prevent further deterioration or potential collapse. The contractor must possess expertise in historic preservation and demonstrate compliance with the Secretary of the Interior's Standards for Archeology and Historic Preservation. The stabilization work includes removing debris, plumbing and reinforcing columns, replacing damaged roof rafters, installing lateral and longitudinal bracing, and reconstructing air ventilators while maintaining the structure's historic character. Evaluation will be based on four submission volumes covering required documentation, technical approach, past performance, and pricing. Questions are due by August 14, 2025 at 1:00 PM Mountain Time, with quotes due August 20, 2025.
This procurement is designated as a total small business set-aside under NAICS code 236220 for commercial and institutional building construction. The contract value is estimated between $25,000 and $100,000 as a firm fixed-price construction agreement. No incumbent contractors are identified in the solicitation materials. The performance period extends from September 1, 2025 through December 31, 2025, with work limited to weekdays between 7:30 AM and 6:00 PM. The project site is located in Winston, Montana within Lewis and Clark County, and the government strongly encourages potential offerors to attend the site visit scheduled for August 7, 2025 to assess local conditions that may affect performance costs. All work must focus primarily on the northern section of the barn where the most severe structural issues have been identified.
