PROJECT DESCRIPTION: McMaster Ranch Long Barn Stabilization Solicitation No. 140L3625Q0049
Description of Changes - This amendment incorporates the following information:
1. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.
Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.
SITE INSPECTION TOUR / QUESTIONS AND ANSWERS
NEW QUESTIONS AND ANSWERS
1. Regarding phrasing in Attachment 1, Section B. i. 2. Material Disposal. It states that “All equipment and costs required to remove, haul and dispose of debris will be the contractor’s expense.” Does this mean that we are not going to be reimbursed for costs of removal of material from the site?
A: The contractor will include all costs associated with material disposal in line item 4.II.B.i. This is just stating that the contractor will bid this line item to include these costs, and that the BLM will not be responsible for removing or hauling debris from the site that is deemed useless for construction or archeological purposes.
2. Have all the columns been inspected, and are we expected to estimate for the plumbing of just the exterior north wall and the second row of columns in, or should we be expecting to plumb more than that?
A: The columns have been inspected for rot using a sounding test with a hammer. Bid the project assuming all columns are in good working order. If it becomes apparent that multiple need to be replaced it can be dealt with as a modification down the road. Only plan to plumb the northern 3 rows of columns, though the majority of work with be the 2 northernmost rows (including the exterior row).
3. Is there a concrete stem wall to be removed on the South side of the building as well? Is there any work, footer or otherwise, that needs to be done on the south side? Want to be sure, as removing the material from inside the building on the south side would require a lot of time.
A: There is no plan to work on the south side of the building or move any of the material south of the central column row. If it becomes apparent that works must be done to achieve desired affects it will be dealt with as a modification at a later date. The goal is to focus on the northern column rows and reduce the listing concerns.
4. Should we be estimating to replace the rafters for the entirety of the building, just the north side, or just a portion of the north side? Has an in-depth inspection been done, or should I be adding inspection time to the project as well? Having an idea of how much roof needs to be removed will make this more accurate overall.
A: Per the specifications the contractor will be expected to replace any rafter with deformation greater than L/240 which seems concentrated to the northeast section of the building. The contractor should plan to include inspection time for measuring deformation and verifying which rafters are in need of replacement.
5. Another question I have is whether we are cleared to use screws in the holes that nails exist currently in the metal roofing, so we can reuse the roofing or if we should be estimating new roofing material as well?
A: I believe we'll be able to use screws in the existing nail holes. I will forward to archeology for confirmation.
