STATEMENT OF WORK (SOW) AND TECHNICAL SPECIFICATIONS
FOR
THE MCMASTER LONG BARN STABILIZATION PROJECT
WINSTON, MT
MAY 2025
1. BACKGROUND
The Bureau of Land Management (BLM) Butte Field Office BLM acquired the historic McMaster Ranch in 2004 from the McMaster Family whose grandfather, William, originally homesteaded the property in 1893. The ranch flourished for three generations diversifying their businesses into blacksmithing, livestock, and agriculture. The property grew to over 3500 acres which was sold to the BLM for the use of the public and preservation. The ranch headquarters consists of approximately 15 buildings that were built from the 1890’s to the 1950’s. The existing buildings are a variety of different construction types and styles, consisting of the original 1890’s blacksmith shop and bunk house, to the long barn built in the 1910’s, and eventually the more modern tractor sheds and garage.
The property was listed on the National Record of Historic Places in 2022. The McMaster Long Barn, which was built somewhere between 1910 and 1920, has recently been subject to racking and listing. In May of 2025, a BLM structural engineer conducted a structural assessment and developed a report (attached separately) to address observable structural distress and stabilize the barn from further movement. The BLM is requesting a contractor with specialization in Historic Preservation to complete stabilization efforts on the long barn as described in the following Statement of Work. The stabilization work is to be performed between 8/1/2025 – 12/31/2025.
2. DESCRIPTION OF SERVICES
Services consist of stabilizing the McMaster Ranch Long Barn based on the Technical Requirements found in Section IV and the recommendations provided in the BLM Structural Assessment. The contractor will be required to provide proof of historical preservation certifications and past performance examples showing proficiency in the work requested. The contractor will be expected to work on a consolidated timeline, in conjunction with the BLM archaeologist and engineer, and remove all waste and debris from the project area after stabilization efforts have been completed.
A. Place of Performance: Location – McMaster Ranch- 6043 US-12 #287, Helena, MT 59602, coordinates- 46°31'29.4"N 111°42'24.9"W
B. Site Conditions: Bureau of Land Management’s McMaster Ranch - Butte Field Office. Site is located approximately 100 meters off Highway 2/US 12. A gravel drive leads directly to the barn which can be accessed through a gate.
C. Period of Performance: Performance time for this project is August 1st – December 31st, 2025. Workdays are limited to Monday – Friday (Excluding Federal holidays) between the hours of 7:30 AM and 6:00 PM, unless otherwise arranged in advance with the Contracting Officer.
3. GENERAL INFORMATION
I. PAYMENT
A. Payment shall be made in accordance with FAR 52.232-5 Payments under Fixed-Price Construction Contracts and the Invoice Processing Platform (IPP) DOIAAAP-0028 guidance within the resulting contract.
II. GENERAL CONDITIONS
A. Qualifications: The contractor will possess the minimal Professional Qualification Standards as set by the Secretary of the Interior’s Standards and Guidelines for Historic Preservation. https://www.nps.gov/articles/sec-standards-prof-quals.htm
B. Scope of Services: The project includes furnishing all labor and materials as described in section III. Contractor will possess all necessary licenses to accomplish the specified work. Equipment shall be in good working order and materials shall be inspected by the Contracting Officer’s Representative prior to installation.
C. Warranty: The Contractor warrants that the work performed under this requirement is free from any defect in equipment, material, design, finish, or workmanship performed by or the responsibility of the Contractor. Warranty of construction will be one year after contract completion.
D. BLM Structural Assessment and Analysis Drawings: Provided by the BLM in attached .
III. SUBMITTALS
A. The contractor shall submit with quote information, a work plan & schedule along with any certifications and past performance examples within the past 5 years showing proficiency in shoring, bracing, and stabilization efforts on historic structures.
4. TECHNICAL REQUIREMENTS
PROJECT DESCRIPTION AND DELIVERABLES
I. PROJECT DESCRIPTION
This work consists of executing stabilization measures to address listing concerns as described in this Statement of Work to support and brace the McMaster Long Barn. The project goal is to restore the structural integrity while maintaining the historic character of the barn to the greatest extent possible.
The contractor will be expected to utilize the BLM Structural Assessment along with photographs and background information to implement stabilization measures to the structure. The contractor will be expected to submit a Stabilization Narrative describing their methods and means for performing the work. This narrative must meet all structural loading requirements provided by the BLM and meet criteria specified for maintenance of buildings belonging to the Historical Register. Labor and construction supplies will be provided by the contractor. The contractor will be allowed to source all lumber materials from on-site, as these materials best fit the historical nature of the original construction and have been approved for historical preservation construction.
Workdays will need to be scheduled between the contractor and the BLM 3 days in advance. There are many historic tools, implements, and pieces of farming equipment in the barn. These will not be permanently removed or discarded without BLM knowledge and written consent of the McMaster Family. II. PROJECT DELIVERABLES
A. Contractor Stabilization Narrative for the McMaster’s Long Barn: The contractor will be required to provide a Contractor Stabilization Narrative describing their means and methods for the stabilization of the McMaster Ranch Long Barn. This narrative must meet all BLM requirements deemed necessary for maintaining structural integrity as well as Historical Registry criteria for maintenance of a historical structure belonging to the Historical Register. The narrative for stabilization must be approved by the BLM’s archaeologist and structural engineer prior to commencement of construction.
*Note - consists of written discussion of implementation strategies referencing design documents provided by the BLM and reasoning for contractor’s methods and means. The Contractor Stabilization Narrative shall discuss all stabilization elements described in Section IV.II.2.
* Note - If the contractor chooses to deviate from the BLM recommended methods, they must provide digital or hardcopy two-dimensional sketches of the strategy discussed in their narrative. Hand-drawn or digitally drawn plans will suffice. All plans will be reviewed by the BLM Archeologist and Structural Engineer for approval prior to construction.
B. Structural Bracing and Stabilization Implementation: Once the Contractor Stabilization Narrative has been approved by the BLM, the contractor will be required to implement all bracing, shoring, and stabilization efforts as agreed upon. Stabilization efforts shall be done with a BLM Contracting Officer’s Representative or BLM Project Inspector on-site and work shall be coordinated 3 days in advance.
*Note: McMaster’s Ranch Long Barn stabilization efforts shall be prioritized in the following areas, and will be paid individually per bid schedule line item:
i. Sorting, salvaging, and disposing of construction debris: Remove all construction debris from the work area in the NE corner of the barn. The debris is adding lateral loading to the interior columns and needs to be removed and sorted from the existing location. Sort material into the following categories:
1. Material for Salvage – All material for salvage and reutilization shall be agreed upon by the contractor and BLM as material that may be useful for future maintenance needs at the site. This material shall be free of defects including rot, fracture, permanent deformation, and insect damage. All material deemed salvageable shall be neatly stacked on site in a location agreed upon by the BLM and contractor.
2. Material for Disposal – All material deemed unusable for future construction purposes shall be stacked outside of the barn and disposed of prior to demobilizing from the site. Disposal services consist of removing organic and inorganic debris from the recreation site and piling them in an approved location. Inorganic debris may be disposed of in approved landfill waste locations while organic debris may be hauled off-site and disposed of as determined by the contractor. All equipment and costs required to remove, haul, and dispose of debris will be the contractor’s expense.

ii. Plumbing Interior Columns: Approximately half of the interior columns on the north side of the barn are listing (leaning) towards the south due to lateral loads from the construction debris, wind loads, and lack of reinforced footings. The contractor will be expected to plumb (level vertically) all interior vertical timber columns to within 1” of plumb for every 10’.
*Note Recommendations for rehabilitation procedure found in BLM Structural Assessment. The means and methods for shoring the roof framing during column replacement will be discussed in the Contractor Stabilization Narrative and shall be approved by the BLM if differing from the recommendations noted in the BLM Structural Assessment.
iii. Footer Reinforcement: All interior ridge columns and north mid-columns (18 in total. Refer to Appendix A of BLM Structural Assessment) shall be reinforced with a concrete footer similar to the existing footers. Reinforced concrete footers shall be installed below grade to the depth of the column (assumed 2-4’), and reinforced with steel mesh.

iv. Plumbing Exterior Wall/Columns – The exterior columns on the north end of the structure are listing due to movement in the overall structure. The contractor will be expected to plumb all exterior vertical columns. The means and methods for shoring the columns will be discussed in the Contractor Stabilization Narrative and approved by the BLM if differing from the recommendations noted in the BLM Structural Assessment. Replace rotted or otherwise compromised exterior timber columns with in-kind replacement timber columns of similar diameter (within 1”).
*Note Replacement timber columns are located on site and may be utilized as replacement members if deemed structurally sound by the BLM. Structural splicing of members is permitted upon approval of the BLM structural engineer.

v. Rafter Replacement: Replace the unserviceable roof rafters at the north half of the roof. This will require the removal of the corrugated sheet metal roofing material and the roof planking. Replace any rafter that is permanently deformed greater than L/240 or approximately 5/8” at its midpoint. Reuse members to the maximum extent possible.
vi. Lateral and Longitudinal Bracing: In conjunction with the column support, transverse plank bracing (North-South) and longitudinal plank bracing (East-West) Shown in Appendix A of BLM Structural Assessment shall be replaced to minimize racking similar to that shown in Figure 2. Contractor will be required to install or replace bracing between every lateral and longitudinal row of interior columns with dimensional lumber sourced on site.
*Note All replacement lumber shall be minimum of 2” thickness
vii. East Air Ventilator Stabilization: Contractor will be required to stabilize the east air ventilator through means and methods described in the Contractor Stabilization Narrative. Stabilization shall include plumbing vertical the existing structure and stabilizing through the use of cross bracing, cabling, or some other BLM approved means.
viii. West Air Ventilator Reconstruction and Placement: The Contractor will be required to rebuild the west air ventilator to match the existing air ventilation structure. The structure shall be reinforced by the same means and methods utilized for Section 2.II.VI. The West Air Ventilator has been removed from the structure due to deterioration and listing over time. On-site material may be used for reconstruction of this structure. The contractor will be required to install the ventilator back to its original location after it has been approved by the BLM for completeness.

C. Project Deliverables Submittal Process: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted.
After approval, the Contractor may submit a substitute for approval when the approved item cannot be completed in time and to avoid delay. Any work done, or materials provided prior to approval shall be at the Contractor’s own risk. Any work done, or materials provided prior to approval will not be eligible for payment until approval is obtained. Submittals shall be emailed to the Contracting Officer and appointed Contracting Officer’s Representative. Allow at least 10 working days for review.
Government review and acceptance of submittals is solely for the purpose of assessing general compliance with contract requirements and shall not be construed as relieving the Contractor of responsibility for errors, omissions, or deviations from the Contract. Approval by the Government does not waive or modify any terms of the Contract, nor does it transfer any risk or liability from the Contractor to the Government. The Contractor remains solely responsible for the accuracy, completeness, and coordination of all submittals, and for ensuring that the work complies in all respects with contract requirements.
