About this opportunity

The Federal Highway Administration (FHWA) is soliciting proposals for Highway Infrastructure Engineering and Research Data Services (HIERD), an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide engineering services, data validation, management, visualization, and analytics support for FHWA's Long-Term Infrastructure Performance programs, including Long-Term Pavement Performance (LTPP) and Long-Term Bridge Performance (LTBP). The FHWA seeks a multidisciplinary team with expertise in pavement and bridge engineering, data management, web application development, and research data analytics to perform quality control on highway infrastructure research data, manage data lifecycle across multiple web portals such as LTPP InfoPave and LTBP InfoBridge, and develop data visualization techniques. Key contract requirements include two key personnel positions (a Program Manager and Senior Civil Engineer/Senior Database Engineer), 12 distinct labor categories with fully burdened hourly rates, and the ability to support research programs at both the contractor's facilities and the FHWA Turner-Fairbank Highway Research Center in McLean, Virginia. Proposals will be evaluated in two phases, with technical capability weighted as more important than cost, and consideration given to past performance and pricing realism. Proposals are due by December 22, 2025, with no extension of deadlines indicated in the most recent amendments issued on November 25, 2025.

This is a total small business set-aside contract with a $50,000 minimum and $8,000,000 maximum total task order value across the entire performance period. The contract period consists of a 24-month base period and three 12-month option periods for a total of 60 months, with an anticipated base period effort of 13,685 hours and estimated Other Direct Costs of $400,000 plus travel costs of $10,000 to $20,000 per period. No incumbent contractor is identified in the solicitation materials. Work will be performed in Virginia, USA, specifically split between contractor facilities and the FHWA Turner-Fairbank Highway Research Center in McLean, Virginia. The contract will utilize both Firm-Fixed Price and Time-and-Materials/Labor Hour task orders, and offerors must provide labor rates for specialized roles including Senior Civil Engineer (Levels I-III), Highway Engineering Data Analyst (Levels I-II), Senior Database Engineer (Levels I-II), and Senior Software Developer (Levels I-II). The contract is classified under NAICS 541330 (Engineering Services) and PSC AS12 (Transportation R&D Services).

web application development. Engineering services, data validation and management, and data
visualization and analytics are needed to ensure data quality and public access of the
infrastructure related data. FHWA seeks information from entities with demonstrated past
