About this file
This document is a Question and Answer (Q&A) document for a federal solicitation, likely for a Highway Engineering and Information Resources Development (HIERD) contract. The Q&A covers multiple aspects of the Request for Proposal (RFP), including clarifications on labor categories, pricing structures, technical proposal requirements, and contract performance details. Key points include:
The solicitation requires a technical proposal with detailed labor category descriptions, fully-burdened hourly rates for prime and subcontractor personnel, and a 24-month base performance period with potential 6-year option. Offerors must address specific evaluation factors such as project management responsibilities, risk mitigation, staff qualifications, and contingency planning for key personnel. The government indicates labor category descriptions will be provided in Attachment J.3, software systems are currently on AWS, and off-shore personnel are not permitted. The HIERD point of contact is the Contracting Officer, and additional solicitation details can be found on Sam.gov.

Question Geovemement Response
RFP, Page 2, Section B.2. The RFP states the following: "The hourly labor rates reflect fully-burdened hourly rates for each labor category with all proportional overhead, fringe, profit/fee, G&A, etc. The labor rates under this contract represent the blended hourly rates and include Contractor employee labor, subcontractor employee labor, and consultant labor."
Attachment J.1 includes provision for separate rates for Prime and subcontractors.
So these rates are not blended among prime and subcontractors. Is this correct?
Secondly, assuming J.1 is the controlling section, should we add worksheets for each subcontractor's rates?
The statement on Page 2, Section B.2 is correct.
The statement on page 64 regarding Attachment J.1 has been revised.
Please submit fully-burdened and blended hourly rate for each labor category.

What are the qualifications for each labor category including differentiators for different levels of Senior Civil Engineer, Highway Engineering Data Analyst, Senior Database Engineer, and Senior Software Developer.
The labor category descriptions/qualifications have been included to the RFP as Attachment J.3.
General [FIRM] has been carrying this as a potential opportunity but upon completing a review of the RFP response requirements we believe that the 70 page submission may be more than our Small Business can effectively complete in the allotted time.
The RFP only specifies maximum page limits for each volume and does not set a minimum requirement.
SF30 Section 9 We respectfully request a due date 30 days from the issuance of the Final RFP. Yes, the date will be revised.
Part II: ID/IQ Resources and Management Approach
Section L.6 indicates that Part II of the Technical Capability Proposal should address ID/IQ Resources and Management Approach, however no further instructions are provided for Part II under the Volume I – Technical Capability heading on page 62. Will the government please provide detailed instructions for Part II similar to the instructions provided for Part I and Part III?
Part II information has been provided.
