About this file

This document is a Final Question – Response for Request for Proposal (RFP) 693JJ326R000001, addressing two key clarification points from potential bidders. The first question resolves a conflict regarding labor rates, with the government clarifying that only one set of blended hourly rates is required for each labor category, covering contractor, subcontractor, and consultant labor. The second question addresses a discrepancy in key personnel requirements, with the government revising the requirement to two key personnel, reconciling differences between TAR 1252.237-73 and Attachment J.3.

Final Question – Response RFP 693JJ326R000001

1. Question 1 below is still a point of confusion for us. Page 2, Section B.2, page 2 states, "The labor rates under this contract represent the blended hourly rates and include Contractor employee labor, subcontractor employee labor, and consultant labor." Also, the answer to our previous question reinforces this statement. Under L.6, page 61, it still states that separate rates are required for prime and subcontractors. These two sections seem to be in conflict. Does the Government require one set of rates for each labor category (one worksheet total) or separate rates for each prime and subcontractor/consultant (one work sheet for each)?

The statement on page 61 of the RFP has been revised. Only one set of rates for each labor category is required.

2. TAR 1252.237-73 Key personnel on page 47 requires two personnel. Attachment J.3 requires three key personnel. Which governs?

Attachment J.3 has been revised. Two key personnel are required.
