About this opportunity
This solicitation from the Naval Research Laboratory seeks proposals for theoretical and experimental research support involving the development of highly efficient algorithms for vacuum electronic device modeling. Proposals are due by March 18, 2024 for the cost-plus-fixed-fee term contract, which has a one year base period and four one-year option periods not exceeding five years total. Evaluation criteria include technical approach, past performance, and proposed costs. An amendment to the solicitation extended the submission deadline and provided clarification on contract data requirements and acceptable key personnel documentation.
There is no set-aside designated for this opportunity. The primary NAICS code is 541715 and PSC code is R425. Work is to be performed within the United States at Naval Research Laboratory facilities, with contractors requiring necessary security clearances. The solicitation seeks to advance vacuum electronic device modeling capabilities through research tasks including theoretical analysis, algorithm development, code implementation and validation, application of models to novel device design and analysis, experimental data collection, and code support.

The Electromagnetic Technology Branch within Electronics Science and Technology Division (ESTD), Code 6850, of the Naval Research Laboratory requires contractor support for theoretical and experimental Vacuum Electronic (VE) research required to create new simulation tools; maintain and/or expand the functionality of existing/developmental NRL design codes; and create or analyze novel passive and active device designs. The work includes the development of new theory and improved algorithms; the implementation of algorithms into existing and developing NRL codes; the testing and validation of predictions from the improved codes against measured data and/or other codes; and the development and analysis of new VE designs.
See attached Request for Proposals for more information.
Amendment 0001 is released which provides the Vendor Questions and Answers. Please see the attached Amendment.
