About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, on behalf of the Air Force Institute of Technology (AFIT), is conducting market research through this Sources Sought notice to identify potential contractors capable of manufacturing and delivering a High Temperature Black Body system. The primary requirement is a system capable of operating at a maximum temperature of 3,000°C, essential for supporting high-fidelity research and education in optical engineering that directly supports critical national defense objectives. Interested parties must submit a capability package by January 30, 2026, at 11:00 AM Eastern Time via email with the subject line "FA860126Q0007, Sources Sought: High Temperature Black Body," providing evidence of their ability to meet this technical requirement along with company information including name, address, CAGE Code, UEI, and point of contact details. Prospective contractors must be registered in the System for Award Management (SAM) database and classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) to be eligible. The evaluation will assess each respondent's technical capability, manufacturing capacity, past performance on similar projects, facility capabilities, potential for small business subcontracting, and market pricing competitiveness.

This procurement carries no set-aside designation at this time, though the government is evaluating the feasibility of a potential small business set-aside based on whether two or more small businesses can demonstrate the capability to provide at least 50% of the required supplies and services. Current market research indicates that only systems manufactured by Integrated Procurement Technologies (IPT) have historically met the mandatory 3,000°C operating temperature requirement, and this notice is being issued to validate those findings and identify alternative sources. The contract documents specify that the High Temperature Black Body must include technical specifications such as remote access capability, temperature stability of ±1°C, emissivity greater than 0.99 for the 0.65-1.8 micron wavelength range, NIST traceable certification, and heat up/cool down capabilities within 10 minutes. Delivery must occur within 12 weeks after contract award to Wright-Patterson AFB, with full payment due upon delivery and proof of system operation, and the vendor must provide a warranty period of at least two years covering parts and labor. No specific award value or quantity information has been disclosed in this pre-solicitation notice.
