About this opportunity
The Air Force Life Cycle Management Center (AFLCMC/PZIBA), on behalf of the Air Force Institute of Technology (AFIT), has published a Notice of Intent to Award a sole-source, firm-fixed-price contract to Integrated Procurement Technologies for the procurement of a High Temperature Black Body system. This special notice, posted on February 4, 2026, indicates the government's intent to award without competition under Federal Acquisition Regulation (FAR) 6.302-1, citing that only one responsible source can satisfy the agency's minimum requirements. The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is the contracting agency responsible for this acquisition. The estimated contract cost is $99,810.00, and the equipment is designated for use at Wright-Patterson Air Force Base in Ohio.
The High Temperature Black Body system is required to support graduate-level research and instruction in optical engineering and physics at AFIT, specifically to provide calibrated light spectrum capabilities for spectral system calibration and characterization. The system must meet the mandatory technical requirement of operating at temperatures between 300°C and 3,000°C with temperature stability of ±1°C, a 1-inch aperture, and NIST-traceable certification. All inquiries, questions, and capability statements must be submitted via email to either Contract Specialist Brian Algeo or Contracting Officer Candice Snow by February 20, 2026, at 11:00 AM Eastern Time, with emails using the subject line "FA8601-26-Q-0007, High Temperature Black Body." Only Integrated Procurement Technologies is eligible for this sole-source award, as the government's market research and a Sources Sought notice confirmed that no other manufacturer can meet the specialized technical specifications. The contractor must complete delivery and installation within 12 weeks of contract award and provide a two-year warranty covering parts and labor, with payment due upon delivery and successful system operation verification.
Notice text
The Air Force Life Cycle Management Center (AFLCMC/PZIBA), on behalf of the Air Force Institute of Technology (AFIT/CE), intends to award a sole-source, firm-fixed-price contract to Integrated Procurement Technologies, 1025 S Brown School Road, Vandalia, OH 45377, for the procurement of a High Temperature Black Body for Wright-Patterson Air Force Base, Ohio.
The requirement is for a High Temperature Black Body system for the Air Force Institute of Technology (AFIT). The system must meet the mandatory technical requirement of a 3,000°C maximum operating temperature. This performance capability is essential for AFIT's graduate-level research in optical engineering. The Government's market research, confirmed by a Sources Sought notice, indicates that only products manufactured by Integrated Procurement Technologies (IPT) can meet this essential need.
In accordance with FAR 5.207(c)(15), the justification for the lack of competition is that only one responsible source, Integrated Procurement Technologies (IPT), is capable of satisfying the agency's minimum requirement for equipment to meet a 3,000°C temperature range as specified in the Statement of Work. Therefore, this acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.”
All responses, questions, and capability statements shall be submitted via email to the following points of contact no later than February 20, 2026, at 11:00 AM Eastern Time.
- Contract Specialist: Brian Algeo, brian.algeo.1@us.af.mil
- Contracting Officer: Candice Snow, candice.snow@us.af.mil
