About this file
This Sources Sought document is for a High Temperature Black Body procurement by the Air Force, seeking market research to determine potential small business and industry capabilities. The document requests detailed company information including ownership status, socio-economic classification, manufacturing capabilities, and past performance. A key acquisition strategy consideration is potentially setting aside the contract for small businesses, contingent on demonstrating that two or more small businesses can provide at least 50% of the required supplies/services.
Respondents are asked to provide comprehensive details about their facility capabilities, staff composition, management structure, and past project experience similar in complexity. The Air Force is specifically interested in understanding potential small business subcontracting opportunities, market pricing, and whether the product/service can be offered to both government and commercial customers under similar terms. Interested companies must submit a capabilities package addressing specific survey questions, including past project details, facility capabilities, and potential constraints in meeting the requirement.

Attention Small Business Respondents who are interested in submitting a proposal as the prime contractor for this effort: The acquisition strategy for this requirement has not been decided;
however, the Air Force is contemplating setting this acquisition aside for small businesses if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of providing at least 50% of the entire scope of providing the required supplies/services, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
