About this opportunity
The Department of the Air Force Headquarters Air Force Academy seeks procurement of four high-performance quantum scalar magnetometers on a 100% Total Small Business Set-Aside, with quotes due August 24 at 10:00 AM Mountain Daylight Time and questions due August 20 at 10:00 AM MDT.
Place of performance is Air Force Academy, Colorado. The procurement requires commercially available, optically pumped quantum scalar magnetometers utilizing atomic vapor cell technology (rubidium or potassium) with sensitivity better than 1 pT/Hz in scalar measurement mode, frequency response from DC to at least 500 Hz, and integrated low-power laser excitation using VCSEL technology. The sensor head must not exceed 20 mm × 20 mm × 40 mm and weigh no more than 19 grams; a modular Electronic Control Unit with real-time digital signal processing capability via FPGA separates processing electronics from the sensor head. Equipment must support synchronized multi-sensor array operation with GPS/GNSS time-syncing, require no precise angular alignment with Earth's magnetic field, and be robust for remote and field-research deployment. All items must be COTS and include standard commercial warranty coverage. Buy American Certificate compliance is mandatory. The NAICS code is 334519, Other Measuring and Controlling Device Manufacturing; PSC is 6655, Geophysical Instruments. Small business size standard is 600 employees.
Award will be made on a firm-fixed-price basis to the responsible offeror offering best value using three evaluation criteria: Technical Acceptability (whether the product meets or exceeds all minimum specifications), Past Performance (assessed through CPARS and SPRS), and Price (fairness and reasonableness). Past Performance and Technical Acceptability combined are significantly more important than price. All quotes must remain valid until September 30. The Government reserves the right to cancel with no obligation to reimburse offerors for costs incurred, as funds are not presently available.
