About this file

This is a Combined Synopsis/Solicitation for the procurement of high-performance quantum scalar magnetometers issued by the United States Air Force Academy (USAFA), 10th Contracting Squadron. The solicitation number is FA700026Q0063, issued as a Request for Quotation (RFQ) on 17 August 2026. This is a 100% Total Small Business Set-Aside with a small business size standard of 600 employees, classified under NAICS Code 334519 (Other Measuring and Controlling Device Manufacturing) and Product Service Code 6655 (Geophysical Instruments). The requirement calls for the procurement of four units of high-performance quantum scalar magnetometers that must meet all minimum physical and performance specifications outlined in the Salient Characteristics attachment.

Quotes must be submitted by 24 August 2026 at 10:00 AM Mountain Daylight Time, with a question deadline of 20 August 2026 at 10:00 AM MDT. All quotes must remain valid until 30 September 2026 and must include a completed Buy American Certificate. Award will be made on a firm-fixed-price basis to the responsible offeror whose quote provides the best value/trade-off using three evaluation criteria: (1) Technical Acceptability—whether the product meets or exceeds all minimum specifications; (2) Past Performance—assessed through the Contractor Performance Assessment Reporting System (CPARS) and Supplier Performance Risk System (SPRS); and (3) Price—evaluated for fairness and reasonableness. Past Performance and Technical Acceptability combined are significantly more important than price. A notice to offerors states that funds are not presently available for this effort and the Government reserves the right to cancel the solicitation with no obligation to reimburse offerors for costs incurred.
