About this opportunity
The Army Materiel Command, through the 409th Contracting Command and Regional Contracting Office Bavaria, seeks delivery of two high-mobility 4x4 firefighting water tankers to the US Embassy in Tbilisi, Georgia, with proposals due May 14, 2026. This is a commercial, single-award, firm-fixed-price supply contract designated as a women-owned small business acquisition under unrestricted competition.
Place of performance is Tbilisi, Georgia, with delivery scheduled for September 30, 2026 to EUCOM headquarters in Stuttgart-Boeblingen, Germany (DoDAAC: WK4E3R) on FOB destination terms. The contractor bears all transportation costs.
Technical requirements are extensive and mandatory. Vehicles must be 4x4 configuration with diesel engines rated minimum 270 hp, Euro 5 emission compliance, automatic transmission, gross weight at least 15,000 kg, all-wheel drive with 100% locking differentials, and anti-corrosion coating. Maximum dimensions are 7,000 mm length, 2,500 mm width, 3,350 mm height, with minimum approach angle of 35 degrees and fording depth of 860 mm. Cabs must seat six personnel (driver, commander, four crew) with EN 1846-2 and ECE R29 certification, heating/air-conditioning, and roll-over protection. Water tanks must be 4,000-liter AISI 316 stainless steel (Meraj PolyXT with 10-year warranty); foam tanks 120-liter stainless steel. Two-stage pump systems must deliver 2,000 L/min at 10 bar and 240 L/min at 40 bar. Detailed equipment specifications for hoses, nozzles, foam generators, SCBA sets, extension ladders, mechanical tools, and monitoring systems are prescribed in Attachment II. All systems must operate from -10°C to +50°C.
Award will be made to the responsible offeror with the lowest evaluated price among technically acceptable offers. Evaluation criteria are technical capability (conformance to specifications), past performance (Supplier Performance Risk System ratings), and price reasonableness. Quotations may be submitted in USD or EUR at the rate 0.9303. All contractors must maintain active SAM registration with current UEI and CAGE code. Contact Jereme Kemp (Contract Specialist) and Matt Boals (Contracting Officer). Amendment 0001 (April 30) extended the due date from May 7 to May 14 and clarified technical requirements and equipment specifications.
