About this file

This is a Buy Terms document establishing procurement requirements and conditions for a U.S. Navy and Royal Australian Air Force (RAAF) equipment solicitation. The procurement requires production and delivery of High Lift Adapter ADU-954/E with Outriggers (P/N: 4097AS265-1), ADU-952/E Push Up Adapter (P/N: 4097AS200-1), and MHU-191 Munitions Loader (P/N: 3992AS100-1). All items must be new equipment only, manufacturer-warranted, with delivery required within eight months of contract award. Shipping is FOB Origin to NAVAIR Lakehurst in New Jersey for USN items and to RAAF Base Amberley in Australia for RAAF items. Inspection and acceptance occur at the contractor's facility, with payment made via the Government Wide Area Workflow system following invoice submission.

Offerors must be registered as active in the System for Award Management (SAM) and qualify as small businesses under the solicitation's NAICS code. The proposal deadline is November 23, 2026, submitted to Molly Jackson at molly.s.jackson.civ@us.navy.mil. Access to the Statement of Work and technical specifications requires a valid, approved DD Form 2345 (export control authorization) signed by U.S. and Canadian officials, with requests due by October 22, 2026 at 9 AM EST. Award evaluation prioritizes Best Value using a trade-off analysis between Price and Delivery (Lead Time) among technically acceptable offerors. Offerors must demonstrate NIST SP 800-171 assessment and Cybersecurity Maturity Model Certification (CMMC) Level 2 in the Supplier Performance Risk System. The Total Evaluated Price calculation sums maximum quantities of 3 units in Year 1 and 25 units in each of Years 2-5 across the five-year contract period. Bids must remain valid for 60 calendar days after solicitation closure. Special marking requirements for all shipping containers include part number, nomenclature, quantity, serial numbers, contract number, National Stock Number, and manufacturer information.

Cyber Requirements

· Provision 252.204-7019, Notice of NIST SP 800-171 DoD Assessment Requirements (NOV 2020)

· Clause 252.204-7020, NIST SP 800-171 DoD Assessment Requirements (NOV 2020)

· Provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment

· FAR clause 52.204–25, Prohibition on Contracting

· DFARS Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting Evaluation Criteria

· Award will be made to the responsible Offeror whose quote represents the Best Value to the Government, utilizing a trade-off process between Price and Delivery (Lead Time) among technically acceptable offerors.

In order for the offeror to be found technically acceptable, the offeror must be considered a small business under the NAICS code of the solicitation in accordance with their representations and certifications in SAM.gov. The offeror must demonstrate in their quote the exact part numbers and quantities required.

The offeror must propose a delivery schedule of eight (8) months or less after the date of contract award. To be evaluated as technically acceptable, the offeror must also provide a detailed delivery narrative or schedule demonstrating how they will achieve their proposed delivery timeframe. This must address key execution factors such as material lead times, production milestones, or manufacturing capacity. Quotes that propose a delivery schedule exceeding eight (8) months, or that fail to demonstrate how the proposed schedule will be met, will be evaluated as technically unacceptable and will not be considered for award.

The offeror must have a current NIST SP 800-171 assessment in the Supplier Performance Risk System as per DFARS Provisions 252.204-7019 and 252.204-7024 and DFARS Clause 252.204-7020. The offeror must have a Cybersecurity Maturity Model Certification (CMMC) Level 2 in the Supplier Performance Risk System as per DFARS 252.204-7021.

To be considered for award, the offeror must be determined technically acceptable. Among technically acceptable offerors, the Government will weigh Delivery (Lead Time) and Price as approximately equal in importance. The Government reserves the right to select an offeror proposing a shorter delivery lead time than the required eight (8) months, even if their proposed price is higher, if the Government determines that the accelerated delivery schedule provides a distinct capability benefit that justifies the additional cost. Conversely, if the proposed delivery schedules of competing technically acceptable quotes are equal, or if the programmatic benefit of an accelerated delivery is not deemed to justify the proposed price premium, award will be made to the offeror with the lowest Total Evaluated Price (TEP).

For the purpose of the price evaluation, the Government will calculate a Total Evaluated Price (TEP) by summing the proposed unit prices for the maximum allowable quantities across all five years. Specifically, the TEP will be the sum of the maximum quantity of 3 units in Year 1 and the maximum quantity of 25 units for each of the four subsequent out-years (Years 2–5). This calculated TEP will be the basis for evaluating price in the trade-off analysis.

Proposals that do not conform to the requirements of the request for quote may be rejected without further evaluation, deliberation or discussion.

**Deadline for Proposal Submittal**

· Please submit all proposals no later than 23 November 2026 to Molly Jackson (molly.s.jackson.civ@us.navy.mil).
