About this file
This is an Evaluation Plan for a Small Business Set Aside procurement supporting the F/A-18E/F and EA-18G aircraft program. The solicitation (N68335-26-R-1091) seeks procurement of high lift adapter equipment across a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. Required items include: ADU-954/E Outriggers (P/N 4097AS265-1), ADU-952/E Push Up Adapter (P/N 4097AS200-1), MHU-191 Munition Transporter (P/N 3992AS100-1), and Proof Load Certificates in both hardcopy and electronic formats. Year 1 requirements consist of 3 units each of the three adapters and 6 units of certificates. Years 2–5 involve variable quantities ranging from 0–15 units for U.S. Navy (USN) and 0–10 units for Royal Australian Air Force (RAAF) for each item. The Government retains ownership of all technical data.
Award will be made to the lowest-priced, technically acceptable offeror using a best-value trade-off analysis between price and delivery lead time. Offerors must be certified as small businesses under the solicitation's NAICS code, propose delivery within eight months of contract award with detailed delivery schedules addressing material lead times and production milestones, maintain current NIST SP 800-171 assessments and CMMC Level 2 certification, and provide pricing for all Contract Line Items (CLINs). Total Evaluated Price (TEP) will be calculated on maximum allowable quantities: 3 units in Year 1 and 25 units per year for Years 2–5. The Government reserves discretion to award to an offeror with accelerated delivery if capability benefits justify the price premium; otherwise, award will be made to the lowest TEP offeror among technically acceptable quotes.

Basis of Award
1.0 GENERAL
Award will be made to the responsible Offeror whose quote represents the Best Value to the Government, utilizing a trade-off process between Price and Delivery (Lead Time) among technically acceptable offerors.
In order for the offeror to be found technically acceptable, the offeror must be considered a small business under the NAICS code of the solicitation in accordance with their representations and certifications in SAM.gov. The offeror must demonstrate in their quote the exact part numbers and quantities required.
The offeror must propose a delivery schedule of eight (8) months or less after the date of contract award. To be evaluated as technically acceptable, the offeror must also provide a detailed delivery narrative or schedule demonstrating how they will achieve their proposed delivery timeframe. This must address key execution factors such as material lead times, production milestones, or manufacturing capacity. Quotes that propose a delivery schedule exceeding eight (8) months, or that fail to demonstrate how the proposed schedule will be met, will be evaluated as technically unacceptable and will not be considered for award.
The offeror must have a current NIST SP 800-171 assessment in the Supplier Performance Risk System as per DFARS Provisions 252.204-7019 and 252.204-7024 and DFARS Clause 252.204-7020. The offeror must have a Cybersecurity Maturity Model Certification (CMMC) Level 2 in the Supplier Performance Risk System as per DFARS 252.204-7021.
To be considered for award, the offeror must be determined technically acceptable. Among technically acceptable offerors, the Government will weigh Delivery (Lead Time) and Price as approximately equal in importance. The Government reserves the right to select an offeror proposing a shorter delivery lead time than the required eight (8) months, even if their proposed price is higher, if the Government determines that the accelerated delivery schedule provides a distinct capability benefit that justifies the additional cost. Conversely, if the proposed delivery schedules of competing technically acceptable quotes are equal, or if the programmatic benefit of an accelerated delivery is not deemed to justify the proposed price premium, award will be made to the offeror with the lowest Total Evaluated Price (TEP).
For the purpose of the price evaluation, the Government will calculate a Total Evaluated Price (TEP) by summing the proposed unit prices for the maximum allowable quantities across all five years. Specifically, the TEP will be the sum of the maximum quantity of 3 units in Year 1 and the maximum quantity of 25 units for each of the four subsequent out-years (Years 2–5). This calculated TEP will be the basis for evaluating price in the trade-off analysis.
Proposals that do not conform to the requirements of the request for quote may be rejected without further evaluation, deliberation or discussion.
2.0 PRICE
For competitive evaluation purposes, the evaluated price for this procurement will be based on a sum of all CLINs. Offers must provide pricing for all CLINs. All CLINs will be included in the total evaluated price. Each offeror’s price proposal shall be evaluated to determine if it is complete.
Contract Award
After considering the above information, the Government will award to the contractor whose proposal is technically acceptable and is the lowest price offeror.
