This is a solicitation for the High Energy Rail Inspection systems for U.S. Customs and Border Protection (CBP).   The requirements for the proposed action will include production and installation of rail systems as well as maintenance, warranty, and training on those systems.

The intended procurement will be an Indefinite Delivery, Indefinite Quantity contract with a total contract ceiling of $379 million.  The proposed contract would include a five year ordering period.  Order under the proposed contract can include up to ten years of options. 

The solicitation is expected to result in multiple awards.

The acquisition is subject to the Trade Agreements Act.  Therefore, one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

The planned solicitation includes certain sustainability requirements from the Federal Acquisition Regulation including: 52.223-9, 52.223-11, 52.223-12, 52.223-15, 52.223-16, 52.223-17, 52.223-18, 52.223-20, and 52.223-21.

This procurement is solicited using a full-and-open competitive solicitation for commercial items.  Therefore, all responsible sources may submit a proposal that will be considered by CBP.  The solicitation will be subject to the rules of Federal Acquisition Regulation Parts 12 and 15.
