About this file

This document contains a technology readiness questionnaire for a high energy rail inspection system. The questionnaire assesses the maturity of five subsystems: X-ray imaging, railcar identification, conveyance cameras, display and control, and passive radiation detection. It requests yes/no responses for each subsystem indicating whether prototypes have been demonstrated in relevant environments, components are representative of production standards, prototypes match final form and function, components and interfaces have been tested, manufacturing quality controls are in place, production planning is complete, and reliability data is available. It defines key terms and requests supporting narratives for responses along with results of completed work and notes on differences between prototypes and proposed systems.

The related federal contract opportunity is a solicitation from the Department of Homeland Security's Customs and Border Protection for high energy rail inspection systems. The indefinite delivery, indefinite quantity contract has a total ceiling of $379 million over a five-year ordering period with potential ten-year option extensions. The multiple awardees will produce, install, and provide maintenance, warranty, and training for the systems. Responses are due by September 30, 2020 and awards will be made the same month. Sustainability requirements are included and it is a full and open competition for commercial items governed by FAR Parts 12 and 15. Questions can be directed to the point of contact listed.

1. Technology Readiness Questionnaire

The Offeror shall complete the technology readiness questionnaire for the High Energy (HE) Rail Inspection System and provide a brief supporting narrative for the given response (no more than 200 words). If the activity has been completed, then the Offeror shall provide the results of that activity. The Offeror shall note any design deviations between the prototype system and the proposed system.

The Offeror shall complete the corresponding questionnaire for each of the X-ray Imaging, Railcar Identification, Conveyance Cameras, and Display & Control subsystems and the integration of those subsystems.

Technology Readiness Levels (TRL), as defined in the Department of Homeland Security Science and Technology Readiness Level Calculator (Version 1.1), are considered indicators for evaluation factor 1 and can be found at the following link:

No. Questions Response (Yes / No)

Provide a brief supporting narrative for the given response (no more than 200 words). If the activity has been completed, then provide the results of that activity.

Please note any design deviations between the prototype system and the proposed system.

1 Has the subsystem model or prototype been demonstrated in a relevant environment?

2 Are available components representative of production components?

3 Do prototypes represent actual form, fit, and function of the proposed production system?

4 Have all components and interfaces been tested individually under stressed and anomalous conditions?

5 Have measures of the quality control for manufacturing processes been established?

6 Is production planning complete?

7 Have materials and manufacturing process and procedures been demonstrated?

8 Are there zero or few manufacturing process design changes?

9 Is data for Reliability, Maintainability, and Supportability analysis available?

2. Glossary of Terms

Beta Version Software: A beta version is the first version released outside the organization or community that develops the software, for the purpose of evaluation or real-world testing. The process of delivering a beta version to the users is called beta release. Beta software generally includes all features, but may also include known issues and bugs of a less serious variety.

Demonstrated: A completed practical exhibition of system performance or other activity Fully Integrated: All subsystems required to meet the objectives are installed and operating simultaneously as designed Relevant Environment: (1) Not the actual operational environment, but an environment that mostly addresses operational requirements and specifications required of the final system or technology. (2) A testing environment that simulates the key aspects of the operational environment.

Operational Environment: Environment that addresses all of the operational requirements and specifications required of the final system or technology, including platform and packaging Operational Requirements: A system capability or characteristic required to accomplish mission need Operational Test: (1) Field test, under realistic conditions, of any item (or key component) for the purpose of determining the effectiveness and suitability for use by end users. (2) The test of a system prototype to assure that it meets its operational requirements when operated by typical user
