Appendix B: Radiation Detection Equipment Integration

High Energy Rail Inspection System

For Information Purposes Only

High Energy Rail Inspection System Radiation Detection Equipment Integration

The High Energy (HE) Rail Inspection System will require integration of a passive Radiation Detection Equipment (RDE) at a future date. The procurement and integration of the RDE will be executed as part of the On-Demand Services identified in Life Cycle Sustainment and Support Statement of Work (Sections 9 and 10 of the SOW), upon the Government’s request. The following section is provided to allow potential NII vendors awareness as to the intended future direction of development for the HE Rail Inspection System.

PURPOSE: To procure, integrate, install, and provide lifecycle support for a Government approved Radiation Detection Equipment within the NII HE Rail Inspection System.

DESCRIPTION: This is a separately priced deliverable to be exercised at a future date, for the vendor to procure, integrate, install, train, and provide lifecycle support of government tested and approved RDE with the HE Rail system.

GOVERNMENT APPROVED RDE: Radiation Detection Equipment to be procured and integrated with the HE Rail system and shall be a configuration suitable for the rail environment, based upon and scaled from (in one continuous array) one of the CWMD tested and approved solutions. The Government’s approved list of RDE solutions shall be provided upon exercising the On-Demand Services.

REQUIREMENTS:

Radiation Detection Equipment to be procured and integrated with the HE Rail system shall be a configuration suitable for the rail environment, based upon and scaled from (in one continuous array) one of the CWMD tested and approved solutions from the RPM Replacement Program. The Government’s approved list of RDE solutions shall be provided in the Request for Quotes (RFQ) for the On- Demand Services.

The Government will request that the vendor indicate which model and manufacturer from the approved list of RDE they choose to procure and integrate with the HE Rail system in their RFQ response. The vendor will provide a quote to the Government with details of their methodologies, approach, ICD, and related technical and management products to be evaluated for ability and price reasonableness prior to funding the On-Demand Services. Upon funding of the RDE integration On-Demand Services, the vendor will procure the RDE, integrate, and install the RDE in close proximity to the HE Rail system.

The government approved RDE system to be integrated shall conform to all applicable requirements of the HE Rail system and subsystems to include, but not limited to, availability, installation, maintenance and repair, training, IT security and compliance, installation and civil works, display and control integration, and complete lifecycle support. The RDE shall be considered a subsystem of the NII HE Rail Inspection System.

Physical Properties: Upon exercising the RDE Integration On-Demand Services, the Contractor shall provide the physical installation requirements for successful integrated operations. As a minimum, the response shall address the following:

1) Space Demands (e.g. stand-off distance between X-Ray source and RDE)

2) Special facility requirements

3) Installation wiring diagram

4) Environmental conditions

5) Safety provisions

6) Additional civil works required

7) Interface requirements between the RDE, NII HE Rail Inspection System, and

CBP Networks

Radiation Detection System Performance: The integrated approved RDE system shall provide capability to detect the presence of nuclear and radiological materials that pose a potential threat in conveyances undergoing scanning; categorize or identify the detected radiological sources, while achieving extremely low rates of false and nuisance alarms. The system shall have the following additional capabilities:

(1) Port Radiation Inspection Detection and Evaluation (PRIDE) message transmission with messages properly formatted to meet the current PRIDE Interface Control Document.

(2) Demonstrated NORM rejection by positive recognition.

The Contractor will provide in writing: data, methodologies, approaches, past experiences, and any relevant documentation to support the Contractor’s ability to integrate the RDE system while complying with the following RDE specific requirements. Responses for each requirement listed below are required:

How will the combined system mitigate effects from any x-rays and photoneutrons that are generated in the NII subsystem, the NII collimating material, rail cargo, or the surrounding environment to simultaneously achieve close proximity between NII and RDE subsystems and maintain gamma ray and neutron detection performance levels?

2 RDE The RDE subsystem will correctly categorize all detected non-NORM isotopes at a minimally acceptable accuracy rate of 90%

3 RDE The RDE subsystem will not generate alarms for NORM containing materials, below the maximum radiation limit threshold, with a minimally acceptable NORM alarm rate of 0.1%

4 RDE The RDE subsystem will not generate alarms on railcars not carrying any radioactive materials (false alarms) with a maximum false alarm tolerance of 1 railcar per 10,000.

5 RDE The RDE rail configuration will be capable of detecting the following unshielded sources:

Am-241: 0.2 Ci Co-60: 0.08 Ci Cs-137: 0.3 Ci Ir-192: 0.2 Ci Sr-90: 3.0 Ci, with 1 cm of steel shielding Note: Source strengths correlate to one tenth of maximum IAEA Category 4 activities for radiological materials. These activity levels are intended for setting alarm thresholds and not intended as physical testing scenarios with sources of that activity.

Vendor will demonstrate the RDE system’s ability to maintain detection levels when integrated with NII HE Rail system.

Demonstration will be performed after system delivery, prior to full system acceptance.

6 RDE Able to detect radiation sources within all railcar conveyance types across the total width and height of the conveyance.

Specify the maximum and minimum RDE gamma and neuron detector height as measured at the track centerline.

Note: Detector array must provide continuous vertical coverage of local bridge-envelope restrictions.

7 RDE The RDE subsystem will provide a maximum radiation limit threshold alarm (aka gross count alarm) even for NORM materials; where the threshold must be able to span the range from 1 mrem per hour to 50 mrem per hour above background.

8 RDE The RDE will categorize and refer an occupancy as <Neutron> when neutron

9 RDE The RDE subsystem will be installed as close as possible to the NII subsystem while maintaining performance and detection levels.

Data Integration and Display: The Contractor will provide an Interface Control Document that specifies all system interfaces between the RDE and HE Rail system, data requirements necessary for the RDE to integrate within the NII HE Rail inspection system, and requirements to localize detected radioactive anomalies in relation to the NII images. The Contractor will address NII subsystems to be utilized by the RDE (wheel counters, speed sensors, etc.) data to be collected, stored, integrated with individual inspection records, and displayed with NII image.

Training: Training for the RDE subsystem will comply with all requirements within DID A007 “Training” and shall not add additional time to the specified training package.

Additional Compliance: The Contractor will provide all applicable documentation, responses, and support as directed in all DIDs for the RDE system, as required by the HE Rail system and subsystems.

Integration Quote, Plan, and Checklist: The Contractor will provide and deliver a RDE procurement and integration Quote, Plan and Checklist to provide information and ensure coordination with CBP, CWMD, and the original equipment manufacturer of the RDE. The Procurement and Integration Quote, Plan and Checklist shall include the following

1) Costs associated with integration, including RDE system procurement, software upgrades and additional installation requirements (civil works and system installation), including personnel, labor hours, labor rates, level of effort, and materials.

2) Work Schedule

3) Coordination between original equipment manufacturers

4) Integration Acceptance Test Plan

Deliverables to be provided:

1) Initial Submission – 90 days after receipt of order for Integrated RDE

2) Review - Government will review the RDE integration documentation along with the Contractor’s Proposal. Government has 30 days to review and comment from time of award. Final Submission – due 30 days after receipt of comments

3) Updates – 30 days after a new baseline is established or as requested by the Government
