About this opportunity
The Department of the Army Contracting Command at Aberdeen Proving Ground (ACC-APG) is conducting a Request for Information (RFI) for a high-altitude Electronic Attack (EA) payload designed to be integrated onto an unmanned high-altitude platform. The solicitation, numbered W56KGY-24-R-00XX, seeks to gather market research on potential sources and emerging technologies for this specialized electronic system. Only verified Cleared Defense Contractors with active CAGE codes and at least a Secret facility clearance level may participate in this opportunity. Interested vendors must submit white papers by December 20, 2024, at 3:00 PM EST, limited to 30 pages describing their system capabilities. The evaluation will focus on system maturity, demonstration/testing experience, production costs and schedules, technical capabilities including EIRP and sensitivity across frequencies, and suggested requirement modifications. Vendors must request the draft requirements, marked as Controlled Unilateral Information (CUI), by December 13, 2024, through Ms. Alison T. Powell.
The RFI does not have a specific set-aside designation and is categorized under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. While no specific award value or budget range is disclosed, the RFI indicates potential interest in procuring 50 production systems. The solicitation is a continuation of previous amendments and represents a market research exercise to develop acquisition strategies for this high-altitude electronic attack payload. The platform itself is not included in the requirements, focusing solely on the payload's technical capabilities. ACC-APG emphasizes that this RFI is for planning purposes only and does not guarantee a future Request for Proposal (RFP) or contract award. The government reserves the right to conduct one-on-one discussions based on the submitted white papers.
