REQUIREMENTS
Description: This is a Request for Information (RFI) for planning purposes, as part of a market survey on potential sources and emerging technologies in support of development of requirements and acquisition strategy for a high-altitude Electronic Attack (EA) payload integrated onto an unmanned high-altitude platform. In the context of this exercise the payload and the platform are separate entities and the platform is not included in the requirements for the RFI. A copy of the draft high altitude EA payload requirements and high-altitude EA payload questions will be provided through Department of Defense (DoD) Secure Access File Exchange (SAFE) upon request. All requests for the draft requirements must be made no later than December 13, 2024.
White Paper: The Government requests that interested parties submit white papers that fully describe their system capabilities with respect to the performance levels as stated in the draft requirements in detail. The White paper should contain:
Distribution Statement A: Approved for Public Release. Distribution is Unlimited. U.S. Army PL EA PRAS-987.
1. Maturity of the System
a. How existing production and Independent Research and Development (IR&D) systems meet the draft requirements?
b. What modifications and changes would be required to meet draft requirements?
2. Experimentation or Demonstration of the system
a. Has this system been demonstrated and tested?
b. Are there any upcoming events for demonstration and testing?
3. Cost and schedule
a. Procuring 50 production or near production existing systems?
b. Modifying or building a system to meet requirements, and cost of procuring 50 systems?
c. If system is mature but has not been demonstrated and tested, what is the cost and schedule to demonstrate capability?
4. Technical
a. Capabilities and limitations of HW and SW in meeting draft requirements.
b. Answers to High Altitude EA payload questions.
c. What is the actual/projected EIRP of the system across frequency?
d. What is the actual/projected sensitivity of the system across frequency?
5. Suggestions to modify draft requirements (priority 1 requirements cannot be modified).
Based on the white paper submission, the Government may elect to conduct a one-on-one discussion based on its analysis of the RFI response, to include the quality of submission and level and scope of the information provided.
