About this opportunity

The U.S. Fish and Wildlife Service is seeking a vessel charter transportation service for Midway Atoll National Wildlife Refuge through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation requires a vendor to provide a vessel capable of transporting items in one trip, with up to three small boats that can each transport at least six people, and offer three hot meals per day during transit. Vendors must demonstrate technical capability by submitting three to five relevant projects completed in the past five years, with specific focus on invasive algae mitigation and experience operating in Particularly Sensitive Sea Areas and Marine Protected Areas. The evaluation will consider technical acceptability, past performance, and price, with the government reserving the right to review additional performance information from sources like the Federal Awardee Performance and Integrity Information System (FAPIIS). Interested vendors must submit questions and response packages to Robert_Sung@fws.gov no later than three business days prior to the solicitation close date of June 9, 2025.

The contract is totally set aside for small businesses with a North American Industry Classification System (NAICS) code of 483111 and a size standard of 1,050 employees. The performance period spans from July 1, 2025, to June 30, 2030, consisting of one base year and four one-year option periods. While specific award values are not explicitly stated in the documentation, the pricing sheet indicates detailed rate structures for various services including vessel daily rates, passenger rates, fuel costs, meals, agent fees, inspections, and additional maritime services. The primary place of performance will be transportation routes between Hawaii and Midway Atoll, with the vessel required to support operations in the Papahanaumokuakea Marine National Monument. The solicitation emphasizes strict biosecurity protocols, with vendors needing to demonstrate capabilities for comprehensive cargo and passenger transport while adhering to environmental and maritime regulations.
