About this opportunity
The U.S. Department of the Interior Fish and Wildlife Service is seeking a transport vessel charter for cargo and passenger services between Honolulu and Midway Atoll within the Papahanaumokuakea Marine National Monument. The pre-solicitation notice requests sources for a vessel capable of transporting up to nine IMO fuel containers, five heavy containers including refrigeration units, and 13 light containers of dry goods and supplies. Interested vendors must provide their CAGE Code, Unique Entity ID, confirm vessel ownership without subcontracting, and demonstrate ability to meet all transportation requirements specified in the Statement of Work. Responses are due by February 25, 2025, and must be emailed to Robert_Sung@fws.gov with the specific subject line "140F0S25Q0012 sources sought". The contract requires strict biosecurity protocols, including rodent-free certification and invasive species prevention measures.
The procurement is not set aside for any specific business category and falls under the Deep Sea Freight Transportation NAICS code 483111. The contract anticipates 2-8 trips annually, with each trip requiring four days for loading and offloading operations. The vessel must accommodate up to 12 passengers and have specific capabilities, including a minimum dock crane capacity of 14,000 lbs and two fully operational small boats with required safety equipment. While no specific award value is mentioned, the comprehensive requirements suggest a complex and specialized maritime transportation service. The contract period appears to be from 2025-2029, with detailed requirements for cruise logs, customs documentation, waste management, and comprehensive insurance coverage for wreck removal and pollution incidents. The vessel must also be prepared to transport return cargo including supplies, equipment, camp materials, and marine debris.
