About this file
This document is an Amendment (Standard Form 30) for Solicitation 140F0S25Q0012 for a Midway Vessel Charter IDIQ contract with the U.S. Fish and Wildlife Service. The amendment extends the response date, provides responses to Request for Information (RFI) queries, and modifies the crane requirement. Key details include clarification on container weights (heavy containers cannot exceed 20,000 lbs, light containers cannot exceed 15,000 lbs) and confirmation that the chartered vessel will provide electrical power to refrigerated containers.
The solicitation covers vessel charter services for transportation to Midway Atoll National Wildlife Refuge from 07/01/2025 to 06/30/2030. Vendors must submit evidence of vessel capabilities, including transporting identified items in one trip, providing up to 3 small boats that can transport at least 6 people, offering three hot meals per day during transit, and ability to provide service with as little as two weeks' notice. The amendment specifies that all pricing elements are fixed price, with vendors allowed to offer alternative and multiple submissions, and provides flexibility for pricing variability on items like fuel.

140F0S25Q0012/0001 requirements discusses containers weighing between 15,000 ¿ 16,000 lbs. Please clarify the weights of heavy and light containers.
A2. "The ¿heavy¿ and ¿light¿ containers are determined by the vessel. Heavy is meant to go on the deck. Light is meant to go on top of the heavies or an IMO. Last known restriction is heavy cannot exceed 20,000lbs, and a light cannot exceed 15,000lbs. (these weights are the total of the container, and the cargo combined). Beware that the containers going to HINWR will be lighter with items hand carried into the containers and that the 1-2 HINWR shipping containers must be on the deck and not above heavy containers for safety during offload."
Q3. Does the charter vessel provide electrical power to the refrigerated container(s)?
A3. Yes, the chartered vessel provides electrical power to the refrigerated container(s).
Modification to requirement:
¿The contractor shall provide shoreside crane services to lift the heaviest container to the midships of the charter vessel using the pier setbacks required by the State of Hawaii
Department of Transportation, Harbors Division.¿
