About this opportunity
The U.S. Fish and Wildlife Service is seeking a small business contractor to perform herbicide application services within the Savannah Coastal Refuges Complex in South Carolina, specifically targeting invasive species and reducing fuel loads across approximately 400 acres. The solicitation (140FS325Q0081) is a Request for Quotes (RFQ) for a firm-fixed-price contract with services to be performed primarily through aerial and ground-based herbicide application methods. Potential contractors must submit a comprehensive quote package by June 12, 2025, at 2:00 PM EDT, which includes company details, past performance references, and a completed quote schedule. The evaluation will use a tradeoff method, considering price, technical capability, and past performance, with the government reserving the right to select a non-lowest priced offer if technical factors outweigh price differences. All questions regarding the solicitation must be submitted in writing to Contract Specialist Fred Riley by June 11, 2025, at 2:00 PM EDT.
The contract is a 100% small business set-aside under NAICS code 115310 with a small business size standard of $34 million, targeting support activities for forestry. There is no incumbent contractor, as this appears to be a new project focusing on herbicide treatment at Savannah National Wildlife Refuge, Pinckney Island NWR, and Harris Neck NWR. The performance period runs from contract award through September 30, 2025, with an estimated treatment window of August 1 through September 30, 2025. Contractors must have an active registration in the System for Award Management (SAM) and register with the U.S. Department of the Treasury's Invoice Processing Platform for payment submissions. The project objectives include reducing fuel loads by 95%, replacing 95% of non-native invasive vegetation, and improving wildlife habitat conditions using approved herbicides like Clearcast and RoundUp Custom, applied via helicopter and ground crew methods.
