About this file
This document is an Amendment (0001) to a federal solicitation for herbicide application services in the Savannah Coastal Refuges Complex. The amendment addresses industry concerns while maintaining the original closing date of 12 June 2025 at 2pm. Key details include a 100% small business set-aside for herbicide application across multiple National Wildlife Refuges (Savannah NWR, Pinckney Island NWR, and Harris Neck NWR), with application methods varying by location - backpack/hack-n-squirt ground crew for two refuges and helicopter for Savannah NWR. The project is a turn-key contract where the contractor will provide all herbicides and cover all associated expenses, with no incumbent contractor previously performing this work. The solicitation is issued by the U.S. Fish and Wildlife Service, with a contract period ending September 30, 2025, and a small business size standard of $34 Million under NAICS code 115310.
The attached Questions and Answers document clarifies three key points: this is a new project with no previous herbicide work, drone usage is not permitted, and the contractor must provide all herbicides. Technical points of contact include Billy Harris (912-421-5039), Chuck Hayes (912-210-7366), and Contract POC Fred Riley (fred_riley@fws.gov). Potential contractors must have an active SAM registration and be prepared to register with the U.S. Department of the Treasury's Invoice Processing Platform System for payment submissions.
