About this file

This document is an amendment (Amendment 0002) to a federal solicitation for herbicide application services at multiple National Wildlife Refuges (NWRs) in the Savannah Coastal Refuges Complex. The amendment addresses industry concerns while maintaining the original closing date of 12 June 2025 at 2pm. Key details include application methods (backpack/hack-n-squirt ground crew on Pinckney Island and Harris Neck NWRs, helicopter on Savannah NWR), and confirmation that this is a new project with no previous incumbent. The project is a turn-key contract where the contractor must provide all herbicides and bear all expenses, with application rates limited to the maximum allowed on herbicide product labels. The solicitation is a 100% small business set-aside with a NAICS code of 115310 and a small business size standard of $34 million.

The accompanying Questions and Answers document clarifies several critical aspects of the solicitation, including: drone usage is not permitted, all herbicides must be provided by the contractor, application will be via ground crew or helicopter, and application rates must follow maximum herbicide label recommendations. The technical point of contact is Billy Harris, with alternative contact Chuck Hayes, and the contract point of contact is Fred Riley from the U.S. Fish and Wildlife Service.
