About this opportunity
The Department of Agriculture's Animal and Plant Health Inspection Service seeks annual HEPA filter testing and certification services at the National Center for Applied Plant Protection in Beltsville, Maryland, with proposals due August 31, 2026. This is a total small business set-aside.
Place of performance is Calverton, Maryland. The contractor must test and certify 53 in-place HEPA filters located in 44 pieces of equipment, 13 biosafety cabinets, 9 chemical fume hoods, and 30 magnehelic gauges. Testing must comply with NCAPP Standard Operating Procedures (SOP 90-016-01), NSF/ANSI Standard 49, and ASME N510-1989. Contractor personnel must have a minimum of five years of experience in testing, repairing, and certifying HEPA filters for federal and state agencies, hospitals, universities, or military facilities and must hold NSF and IAFCA accreditation. All work is conducted during normal business hours (6:30 a.m. to 4:30 p.m. Eastern Time), and contractor personnel require Government escort while in the facility.
The contract is structured as a firm-fixed-price requirements contract with a one-year base period and four one-year option periods, for a total contract duration not to exceed five years. Each contract year requires identical scope and pricing. The contractor must provide all labor, materials, certified test equipment, and challenging agent. Service Contract Act prevailing wage rates apply. Questions are due August 28, 2026. Award will be made to the offeror with the highest technical rating, provided price is fair and reasonable and past performance is acceptable or neutral. The BSL-3 Enhanced High Containment Building and Waste Sterilization Building located at the National Center for Applied Plant Protection (NCAPP) in Beltsville, Maryland is utilized for the testing and containment of Ag Select Agents and high consequence plant pathogens. There are Fifty-three (53) in-place HEPA filters located in forty-four (44) pieces of equipment these HEPA filters contribute to the containment of the plant pathogens; the HEPA filters require annual testing and certification. See attachment one (1) to this Scope of Work (SOW) .
The Base Period in-Place HEPA filter integrity testing/certification shall be conducted during the month of performance under this contract and then within a year thereafter for each of the four option periods. All work schedules will need to be reviewed and approved by the Government for access to the facility when Ag Select Agent plant material is not being tested.
