Scope of Work In-Place HEPA Filter, Magnehelic and Fume hood, BSC Certification National Center for Applied Plant Protection

Performance Period: The base period starts on the effective date of the contract through one year Optional periods that may be exercised at the discretion of the Government.
The first option period begins the day after the base period ends through one year The second option period begins the day after the first option period ends through one year The third option period begins the day after the second option ends through one year The fourth option period begins the day after the third option period ends through one year Background The BSL-3 Enhanced High Containment Building and Waste Sterilization Building located at the National Center for Applied Plant Protection (NCAPP) in Beltsville, Maryland is utilized for the testing and containment of Ag Select Agents and high consequence plant pathogens. There are Fifty-three (53) in-place HEPA filters located in forty-four (44) pieces of equipment these HEPA filters contribute to the containment of the plant pathogens; the HEPA filters require annual testing and certification. See attachment one to this Scope of Work (SOW).
The In-Place HEPA filter integrity testing/certification shall be in accordance with the NCAPP Standard Operating Procedures (SOP 90-016-01), NSF/ANSI Standard 49 as well as ASME N510-1989 standards for HEPA Filter Bank In-Place Testing. The standards will be provided to the participants of the site visit. All modifications to the HEPA Filter Testing protocol shall be submitted prior to the effective date of the contract; submit to the NCAPP Facility Manager for approval.
Magnehelic testing and certification of thirty (30) gauges located throughout the High Containment facility. Magnehelic gauges are located above room doors to display the differential pressure between two locations and on filter banks to show pressure drop on each side of filter to alarm of a dirty or clogged filter. Each magnehelic gauge shall be field calibrated and certified.
Certification of thirteen (13) Bio-Safety Cabinets located in laboratories throughout the building 580 facility. Certification of nine (9) Chemical Fume hoods located throughout the building 580 facility. The available information such as Location, Make, Model, Serial Number and Property Number is supplied as an attachment to this Statement of Work. Bio-Safety cabinet test reports shall include but not limited to, all pertinent information of the Bio-safety cabinet, down flow air velocity test, inflow air velocity test, filter integrity test, alarms tested and HEPA Filter test if integral to the unit. All Chemical Fume Hoods test reports shall include all pertinent information of the Chemical Fume Hood, including all but not limited to air velocity test with grid, smoke pattern test and cross-draft velocity test. A blank copy of each report shall be submitted with each proposal.
Scope of Work The contractor shall provide all labor, materials, certified test equipment, and challenging agent to perform certification testing. Annual certification is required. The Base Period in-Place HEPA filter integrity testing/certification shall be conducted during the month of performance under this contract and then within a year thereafter for each of the four option periods. All work schedules will need to be reviewed and approved by the Government for access to the facility when Ag Select Agent plant material is not being testing.
All contractor personnel shall always be escorted by Government personnel while entering, exiting, and working inside the High Containment facility and the Waste Sterilization Building. All work shall be conducted during normal working hours 6:30 a.m. through 4:30 p.m. Eastern Time unless approval by the facility manager has been provided prior to the visit. The contractor shall limit disturbance to the normal working operations within the facilities by using the bypass tandem HEPA bank during the certification procedure. A cascading negative pressure gradient must be maintained at all times within the containment building during the testing of the HEPA filters.
The contractor performing air testing shall have a minimum of five years of experience in testing, repairing, and certifying HEPA filters for Federal and State agencies, hospitals, universities, public and/or private institutions and military facilities by NSF and IAFCA accredited technicians.
The following are the tasks that shall be completed as part of this requirement:
· Inspect all pre-filters. Replacement pre-filters will be provided as Government Furnished Material and will be replaced by the Government if required).
· Conduct in-place HEPA filter integrity test and certification for a total of 53 HEPA filters.
· Report test results. The final test report shall include at a minimum the following information for each of the fifty-three (53) HEPA filters:
· Test-face velocity of the filter.
· Upstream test concentration of the challenging agent.
· Test results; pass or fail.
· All previous patch sizes and location.
· All new patch sizes and location.
· Total patch percentages of the filter face.
· Repair any leaks up to the 3% allowable percentage total patch of face area.
· Remove and replace any filter that does not meet the specified criteria; install replacement HEPA filter and conduct certification of the replacement filter. Replacement HEPA filters will be provided as Government Furnished Material.
· Conduct test and certification on a total of thirteen (13) Bio-Safety Cabinets including four (4) Horizontal Laminar Air Flow/Vertical Laminar Air Flow HLAF/VLAF Units
· Report test result on a total of thirteen (13) Bio-Safety Cabinets including four (4) Horizontal Laminar Air Flow/Vertical Laminar Air Flow HLAF/VLAF Units
· Conduct test and certification on nine (9) Chemical Fume Hoods
· Report test results on nine (9) Chemical Fume Hoods
· Test, calibration, and certification of 30+ Magnehelic Gauges.
· Report test results of 30+ Magnehelic Gauges.
