About this opportunity
The Department of the Army Medical Command is seeking a hematology analyzer with reagents and a digital cell morphology platform on a cost-per-reportable-result (CPRR) basis for Fox Army Health Center at Redstone Arsenal in Huntsville, Alabama. The contractor must provide one FDA-approved automated hematology analyzer capable of performing Complete Blood Count (CBC) testing with automated five-part differentials, along with all reagents, consumables, controls, calibrators, quality control materials, delivery, installation, and 24/7 technical support with a maximum one-hour callback response time and on-site service within 24 hours. The system must integrate with the Cerner Millennium/Military Health System-Genesis laboratory information system, comply with Clinical Laboratory Standards Institute (CLSI) and College of American Pathologists (CAP) standards, fit within specified space constraints (115V dedicated power, maximum 30 inches width by 30 inches depth), and achieve method validation within 60 days of award. The government will evaluate proposals using a lowest-price-technically-acceptable (LPTA) approach considering technical capability, price, and past performance. Questions must be submitted by April 2, 2026 at 12:00 PM CST, with proposals due by April 9, 2026 at 12:00 PM CST.
A recent solicitation amendment identifies this as a small business set-aside procurement, though the original notice indicated no set-aside designation. The contract spans a base period from April 15, 2026 through September 30, 2026, with four optional one-year renewal periods extending through September 30, 2030, with an estimated annual workload of 6,500 CBC tests in the base year increasing to 7,000 tests in subsequent option years. No incumbent contractor or award value is specified in the available documents. The contractor must provide comprehensive training including up to 10 operator-level sessions and two key operator trainings with travel and lodging, along with all software upgrades at no additional cost. All contractor personnel must comply with installation access control requirements, obtain identification badges for Redstone Arsenal, complete Anti-Terrorism Level I training within 30 days of contract award, and submit Privacy Act and HIPAA training certificates annually.
