About this opportunity
The Federal Aviation Administration seeks helicopter field maintenance training on four Bell helicopter models (206B, 429, 407, and 412) for FAA Airworthiness Inspectors, with proposals due August 26, 2026 and questions due in writing by August 10, 2026.
The FAA intends to award multiple Indefinite Delivery/Requirements contracts on an aircraft-by-aircraft basis under LPTA evaluation, with a one-year base period (September 19, 2026 through September 18, 2027) and four one-year option periods. Competition will be conducted separately for each aircraft type, and the government may award each aircraft to a different contractor depending on results. Training must comply with Air Transport Association (ATA) 104 Specifications. Place of performance is a brick-and-mortar facility within the United States, preferably within 25 miles of a major airport.
Contractors must provide Instructor-Led Training (ILT) of approximately 80 hours per course with instructor-led in-person delivery as the preferred method; Computer-Based Instruction or Virtual Training is permitted only during natural disasters or pandemics with prior government approval. Instructors must be professional Maintenance Technicians with a minimum of five years of industry experience and three years of experience specific to each proposed aircraft, plus three years of instructor experience. Pricing shall be structured on a per-student basis, with the FAA covering all travel and per diem costs. Estimated student quantities range from 2 to 9 students per aircraft type annually.
Evaluation weighs four equally-weighted technical factors: detailed training syllabi for each course; training aids and facilities meeting PWS requirements or FAA Part 141/142 certification; detailed daily syllabi with proposed training hours and days; and instructor qualification statements with resumes demonstrating accredited degrees, five years of industry experience, three years of aircraft-specific experience, and five years of instructor experience. Past performance will be evaluated using PPIRS, FAPIIS, or pre-award surveys. NAICS code is 611519, small business size standard $21 million in annual receipts.
