About this opportunity
The Department of Homeland Security's Federal Law Enforcement Training Center (FLETC) is conducting a market survey to assess potential contractors for Health Unit Services across multiple training center locations in Artesia, NM, Charleston, SC, Glynco, GA, and Cheltenham, MD. The procurement seeks a qualified contractor to provide comprehensive healthcare services, including medical staffing, emergency care, wellness examinations, vaccinations, and medical record management for students and staff. The market survey is specifically targeting businesses with NAICS code 621999 (All Other Miscellaneous Ambulatory Health Care Services) and aims to determine the availability of qualified 8(a) small businesses capable of delivering these services. This pre-solicitation notice is a research and information-gathering effort, not a formal solicitation, with responses due by December 23, 2024. The government will use the collected information to potentially develop a future competitive solicitation for health unit operations.
The opportunity is set aside as a Competitive 8(a) procurement, meaning only small businesses certified under the 8(a) Business Development Program can compete for the contract. The proposed contract includes a base period from October 1, 2025, to September 30, 2026, with four potential one-year option periods extending through September 30, 2030. Key personnel requirements include a Project Manager, Alternate Project Manager, Quality Control Manager, and Clinic Managers with specific medical credentials such as physicians, nurse practitioners, physician assistants, and registered nurses. The contractor must provide all necessary personnel, equipment, and supplies to operate health facilities, manage medical inventories, and implement pandemic response protocols. While no specific award value is mentioned, the comprehensive scope of services suggests a significant contract opportunity spanning multiple training center locations and involving complex healthcare management requirements.
