About this opportunity
The U.S. Department of State is soliciting proposals for comprehensive health insurance services to cover approximately 300 locally hired employees of the U.S. Mission Sierra Leone and approximately 1,200 eligible dependents. The Government will award a fixed-price contract with economic price adjustment to the lowest-priced, technically acceptable, responsible offeror. Key contract requirements include mandatory benefits such as hospitalization, emergency services, outpatient care, obstetric and newborn care, prescription drugs, preventive care, dental and optical coverage, mental health services, and HIV/AIDS treatment, with a maximum annual coverage of SLE135,000 per individual (excluding HIV/AIDS benefits of up to SLE225,000 annually). The contractor must be licensed or certified by the Government of Sierra Leone to provide health insurance and must maintain an established business presence in Sierra Leone or establish one within 30 days of award. Critical deadlines include a pre-proposal conference on April 23, 2026, at 3:00 PM local time (with RSVP required by April 21, 2026), and proposal submissions due by May 18, 2026, at 4:00 PM, with all proposals to be submitted electronically to ContractFreetown@state.gov.
This solicitation includes no set-aside designations and does not identify any incumbent contractors. The contract is structured with a one-year base period (August 1, 2026–July 31, 2027) and four optional one-year renewal periods, with performance taking place at the U.S. Embassy Freetown, Sierra Leone. Pricing is calculated on a bi-weekly basis per employee, with an estimated 15 single/self-only employees and 285 family plan employees in the base year across approximately 26 pay periods annually. The Government will pay 100% of premiums for all eligible staff and dependents, with monthly invoicing and payment required at the beginning of each covered month and claims processing and settlement due within two weeks of submission. All offerors must be registered in the System for Award Management (SAM) at the time of offer submission and must submit completed SF-33 forms, pricing schedules, certifications, and a four-part technical proposal addressing insurance benefits, management approach, relevant experience, and licensing credentials.
