About this opportunity
Veterans Integrated Service Network 20 (VA Portland Healthcare System) seeks to award one or more five-year firm-fixed-price Multiple Award IDIQ contracts for Health Care for Homeless Veterans Medical Respite care services, with offers due May 15, 2026, at 1:00 PM PDT. No set-aside applies.
Place of performance is the Portland, Oregon area within a 15-mile radius of the VA Portland Medical Center. The NAICS code is 624229, Other Community Housing Services; the PSC code is G004.
The contractor must provide secure, ADA-accessible respite housing; three daily meals; laundry facilities; case management services; medical case management including medication management; employment services; financial planning assistance; permanent housing transition support; and discharge planning to medically vulnerable homeless Veterans discharging from VA inpatient units or transitioning from literal homelessness. Services operate under Housing First and harm reduction approaches. The contractor must maintain 80–100% bed occupancy with a maximum length of stay of 90 days per Veteran, maintain one full-time on-site case manager per 10 Veterans, ensure 24/7 emergency coverage, and pass National Fire Protection Association inspection within 60 days of contract award. Payment is a monthly per diem in arrears via electronic funds transfer, covering the first day of admission through day of discharge. Veterans receive services at no additional charge beyond the per diem rate.
The period of performance runs June 1, 2026, through May 31, 2031, with individual task orders issued by the contracting office. Evaluation factors combine technical and past performance equally against price. Amendment 0001 (April 30, 2026) incorporated FAR 52.222-90 addressing DEI discrimination. Amendment 0002 (May 13, 2026) extended the offer deadline to May 15. The contracting point of contact is James Harris, james.harris13@va.gov.

Update #1 ·
The VA Portland Health Care System Department (VAPORHCS) requires Contractors to provide services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The HCHV Medical Respite program serves medically vulnerable Veterans experiencing homelessness who are in need of care above and beyond traditional transitional housing programs offered through HCHV and other services throughout the Portland metro area. The HCHV Medical Respite program supports Veterans discharging from the VA Portland Medical Center or other institutions with medical care needs, providing step-down care in an effort to reduce the need for continued hospitalization or use of emergency services.
Please read the solicitation and statement of work carefully to understand the requirement in its entirety.
