About this opportunity
The Department of Agriculture Forest Service seeks hazardous waste disposal services at the Forest Products Laboratory in Madison, Wisconsin, with quotations due August 31, 2026. This is a Total Small Business Set-Aside under NAICS 562211, foreclosing competition to small business concerns.
Place of performance is Madison, Wisconsin. The base contract period runs September 7 through September 30, 2026. Amendment 2, issued August 31, removed option year pricing from the schedule, establishing this as a base-year-only procurement with no renewal periods.
The Statement of Work requires removal of 17 line items of hazardous materials (flammable liquids, reactives, acid liquids, mercury compounds, sulfides, oxidizers, dioxin, bromine, uranyl acetate, waste oil, and 15 units of unknown materials) from buildings 46 and 29 between 6:00 AM and 6:00 PM, Monday through Friday. The contractor must possess a General Engineering Contractors Class A License, Hazardous Waste Transporter Registration from Wisconsin DMV, US Department of Transportation Registration, and EPA identification number. Personnel must hold hazardous waste endorsements on operator's licenses and complete HAZWOPER training for site cleanup and emergency response. Work is performed in compliance with EPA regulations, the Clean Water Act, and CERCLA. The key position required is Hazardous Waste Disposal Technician.
Amendment 1 (August 25) clarified that 15 materials remain uncharacterized; the contractor bears responsibility for sampling, testing, and profiling these items. Uranyl Acetate is present at 1% concentration and is radioactive. Containers are not Department of Transportation-compliant; the contractor must provide repackaging and overpacking. Service contract labor standards apply; the prevailing wage for hazardous waste disposer positions is $26.70 per hour plus fringe benefits. This is an RFQ under FAR Part 12 using lowest-price-technically-acceptable evaluation, with technical acceptability assessed as acceptable, neutral, or unacceptable based on compliance capability. Past performance will be evaluated using available references and CPARS data. Quotations must be submitted by email to shad.stoddard@usda.gov in Microsoft Word or PDF format and must acknowledge receipt of all amendments.
