About this file
This is an Independent Government Estimate (IGE) and Schedule of Items template for a hazardous waste disposal contract at the Forest Products Laboratory in Madison, Wisconsin. The contract is a firm fixed price procurement with an anticipated delivery date of September 30, 2026, and is set aside exclusively for small business concerns under the hazardous waste collection industry classification (NAICS 562211) with a $47 million size standard threshold.
The government is soliciting quotations for the disposal of seventeen categories of hazardous materials in varying container sizes, including flammable liquids (4 × 55-gallon drums), reactives (4 × 5-gallon pails), acid liquids (1 × 20-gallon drum), mercury compounds (2 × 5-gallon pails), toxic substances (3 × 5-gallon pails), oxidizers, dioxin, bromine, uranyl acetate, waste oil (1 tote), and fifteen units of unknown materials. The Schedule of Items establishes line items with estimated quantities, unit prices, and total price fields to be completed by offerors. The template also provides sections for option year pricing structures (up to four option years), allowing for multi-year contract extensions if the government exercises recurring disposal requirements beyond the base period.

INSTRUCTIONS: HOW TO USE THIS FORM
| Independent Government Estimate (IGE) |
| No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination. |
