About this file

This is an Amendment 1 Questions and Answers document providing clarifications on hazardous material disposal requirements for solicitation 12444626Q0063 issued by the Department of Agriculture Forest Service for the Forest Products Laboratory in Madison, Wisconsin. The document addresses contractor inquiries regarding chemical characterization, packaging compliance, and material identification for legacy waste disposal.

Key clarifications include: Uranyl Acetate is present at 1% concentration and is considered radioactive, though specific disposal requirements remain undefined; 1,4-Dioxane is assumed to be 100% concentration with no documented waste profile available; 15 units identified as "Unknown" materials have not been analytically characterized and the contractor will bear responsibility for sampling, testing, and profiling these materials; no Safety Data Sheets (SDS), analytical reports, waste profiles, manifests, or other characterization documentation is available for the listed waste materials, as many are legacy chemicals that should have been disposed of decades ago. Regarding logistics, the contractor must provide repackaging and overpacking services as existing containers are not Department of Transportation (DOT)-compliant for transportation. Container sizes listed (5-gallon pails, 20- and 55-gallon drums, totes) represent varying fill levels, with some containers holding significantly smaller volumes than their capacity—for example, 1 liter in a 5-liter jug—and container volumes vary depending on the material type.

Amendment 1 – Questions and Answers

Q1) Uranyl Acetate – Can you provide any available information regarding the concentration/activity of the uranyl acetate and confirm whether any radiological handling, transportation, or disposal requirements apply?

A1) Uranyl Acetate is listed as 1%. I’m going to trust the scientist when they said it is considered radioactive. I don’t know enough about radiation to know what specific type of disposal would be appropriate.

Q2) Dioxin – Is information available regarding the concentration/waste profile of the dioxin material, including any existing analytical documentation?

A2) 1, 4 Dioxane does not have a listed concentration amount. It is assumed to be 100% concentration.

Q3) Unknown Materials – For the 15 units identified as “Unknowns,” has any analytical characterization or identification already been performed, or will the contractor be responsible for sampling, testing, and profiling these materials?

A3) Attempts to determine the identity of these materials has been unsuccessful. They are exceedingly old samples that were allowed to congeal and the scientist/s responsible have long since retired.

Q4) Waste Profiles/SDS Documentation – Are SDSs, analytical reports, existing waste profiles, manifests, or other characterization documentation available for any of the listed waste materials?

A4) No. Many of the chemicals are old “legacy chemicals” that should have been disposed of decades ago.

Q5) Packaging/Containers – Are the listed materials currently packaged in DOT-compliant containers and ready for transportation, or should the contractor anticipate providing any repackaging, overpacking, or additional containers?

A5) The contractor will need to provide repacking, overpacking, etc. Containers are not DOT-compliant for transport.

Q6) Container Quantities/Volumes – Do the listed container sizes (5-gallon pails, 20- and 55-gallon drums, tote, etc.) represent full containers, or are these container capacities with varying amounts of material inside?

A6) This varies depending on materials. Most of the containers are original to the materials/chemicals found within them. In some cases, there are smaller volumes in larger containers. Such as 1L in a 5L jug.
