About this opportunity

The U.S. Department of Agriculture's Food Safety and Inspection Service (FSIS) is seeking qualified contractors to provide comprehensive hazardous waste management and emergency response services for FSIS laboratory operations nationwide. The procurement includes transportation, treatment, storage and disposal of hazardous and non-hazardous waste; analytical sampling and testing; emergency response to chemical spills; and onsite training for FSIS personnel. The government intends to establish one or more Firm-Fixed Price Blanket Purchase Agreements (BPAs) for a base period of five consecutive years to support FSIS laboratories and facilities across the United States. This acquisition is being conducted under FAR Parts 12 and 13 using commercial and simplified acquisition procedures. Amendment 0001 extended the response deadline to July 23, 2025 at 2:00 PM EST, updated evaluation factors and instructions, provided answers to vendor questions, and distributed a revised Statement of Work and cost table. Evaluation will be conducted on a best-value tradeoff basis, with technical factors including waste management approach, emergency response capabilities, training programs, key personnel, and past performance being significantly more important than price.

This solicitation does not include any set-aside designations and is open to all qualified contractors. The previous contract was held by Heritage Environmental Services, LLC, with a total value of $216,000 for a base year and four option years, averaging approximately $43,200 annually. The current procurement establishes an Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a guaranteed minimum of $5,000 and a maximum aggregate value of $300,000. Services will primarily support two FSIS laboratories located in Saint Louis, Missouri (Midwestern Laboratory) and Athens, Georgia (Eastern Laboratory), which generate approximately nine hazardous waste shipments annually. The laboratories produce various waste streams including mixed laboratory solvents, non-chlorinated solvents, hormones, metals waste, pharmaceutical waste, and other chemical waste, with waste pickups occurring at 2-month intervals for the Midwestern Laboratory and 4-month intervals for the Eastern Laboratory. Performance will occur throughout the United States to support FSIS laboratories and facilities nationwide.
