About this opportunity

This Special Notice seeks sources for the operation, maintenance, and modernization of Hawthorne Army Depot, published by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal. Posted on April 14, 2025, with a due date of April 30, 2026, this solicitation is classified under Facilities Support Services (NAICS 561210) and Operation of Ammunition Facilities (PSC M1EA). The notice establishes a virtual library as a centralized data repository to support proposal development for interested contractors. Access to sensitive documentation and facility information is restricted and controlled through a formal process designed to protect critical military technical data.

To participate, contractors must be registered with the U.S./Canada Joint Certification Program and maintain an active DD 2345 Military Critical Technical Data Agreement on file with the Defense Logistics Information Service. Only the designated Data Custodian of eligible firms may access the virtual library after submitting a completed Virtual Library Use and Non-Disclosure Agreement to the identified government points of contact. Contractors are responsible for regularly monitoring the virtual library throughout the pre-solicitation phase to obtain the most current information, as the government will continue uploading documents. The supporting documentation provided includes lightning protection inspection results from January 2025, environmental permits inventory covering multiple categories issued by Nevada regulatory agencies, and the binding non-disclosure agreement governing access to all materials. Unauthorized disclosure of information may result in criminal prosecution, certification revocation, and exclusion from future contracting opportunities.
