About this opportunity
The Army Contracting Command-Rock Island (ACC-RI), acting on behalf of the Joint Munitions Command, has published a Special Notice announcing its intent to issue Request for Proposal W519TC-25-R-A005 for the operation, maintenance, and modernization of the Hawthorne Army Depot (HWAD) in Nevada. HWAD is a Government-Owned Contractor-Operated facility that serves as the largest Army Depot in the Organic Industrial Base and the only GOCO facility with demilitarization capability. The depot provides critical Supply Depot Operations including storage, receipts, and issues of munitions, as well as demilitarization services. The contractor will also be responsible for operating, maintaining, and modernizing equipment and facilities while providing comprehensive base support operations such as environmental, fire protection, safety, and security services. The contract opportunity is scheduled to begin in calendar year 2026.
The procurement will utilize a two-phase best value subjective tradeoff source selection process resulting in a single Indefinite Delivery Indefinite Quantity contract award with Firm-Fixed-Price Contract Line Item Numbers. The contract structure includes a base period with five one-year ordering periods, an evaluated five-year option with five one-year ordering periods executed at award, and two subsequent unevaluated five-year options each containing five one-year ordering periods, totaling a potential 20-year performance period. A six-month transition period will commence upon contract award to facilitate the handover of operations. This notice does not constitute the actual RFP and should not be considered a government commitment. Interested contractors should direct all questions and comments to the designated contracting personnel: John Fotos, Ashley Korves, and Caitlyn Smith at their respective army.mil email addresses.
