About this opportunity

The Army Contracting Command is seeking sources for a Hawaiian Enterprise Service Contract focused on outside plant (OSP) and inside plant (ISP) telecommunications infrastructure emergency restoration and repair services across multiple military installations in Hawaii, including Schofield Barracks, Wheeler Army Airfield, Fort Shafter, Tripler Army Medical Center, and several other locations. This is a Sources Sought Notice issued by the Regional Contracting Office in Hawaii, with responses due by February 20, 2026. Qualified contractors must be U.S. citizens, DBIDS-eligible, BICSI-certified as applicable, confined-space trained, and OSHA-compliant, with the ability to provide personnel for fiber and cable infrastructure support, unified communications and voice services, heavy civil restoration, and cable management and administration. The government is not awarding a contract based on this notice but will use responses to develop the formal solicitation, and contractors are asked to provide feedback on the Performance Work Statement, identify areas needing clarification, and recommend additional considerations. Interested contractors should submit capability statements and complete information to Maletta Chan at maletta.a.chan.civ@army.mil, and the NAICS code identified for this requirement is 238210 (Electrical Contractors and Other Wiring Installation Contractors).

This Sources Sought Notice does not utilize any set-aside designations, and no incumbent contractors or award values are specified in the pre-solicitation materials. The government has not disclosed budget ranges or specific contract duration timelines in the posted notice. Performance will be monitored through a Quality Assurance Surveillance Plan with emphasis on Service Level Agreement compliance, technical quality, documentation accuracy, and safety standards. Contractors must maintain a Rapid Response Team for emergency situations with allocated overtime hours and track all work through a government-approved ticketing system such as ServiceNow. Key deliverables include task completion reports, GIS asbuilt submissions within 10 days of completion, Emergency After-Action Reports within 48 hours, and monthly summary reports, indicating a comprehensive, ongoing services requirement rather than a finite project with a fixed end date.
