About this opportunity
The National Park Service seeks solid waste removal services at Hawaii Volcanoes National Park (HAVO), with quotations due June 3, 2026, at 12:00 PM Hawaii Time and questions due May 25, 2026. The procurement is a Total Small Business Set-Aside (NAICS 562111, size standard $47 million).
Place of performance is the Rain-shed Area at HAVO. The contractor must provide collection, transportation, and disposal of approximately 9–15 cubic yards of municipal solid waste weekly, plus recurring construction and metal waste (approximately 30 cubic yards annually). Three dedicated containers are required year-round: one for regular solid waste, one for metal waste, and one for construction waste. Collection hours are 6 A.M. to 4 P.M., with Monday, Wednesday, and Friday service for 3-cubic-yard containers or mutually agreed dates for larger containers. The contractor assumes responsibility for all state and county permits, permit fees, tipping fees, equipment, fuel, transportation, supervision, and personnel.
Critical requirements include 95 percent on-time performance, compliance with OSHA safety standards, invasive species prevention protocols (vehicle pressure washing, interior sanitization, and ant detection testing using baited chopsticks prior to park entry), and adherence to all federal, state, and local solid waste and EPA regulations. All vehicles and equipment must comply with invasive species prevention measures to protect Hawaii's rare and endangered species and prevent introduction of invasive pests including little fire ants, coqui frogs, and Rapid 'Ohi'a Death fungus. The contractor must obtain and maintain liability insurance of $50,000 per person, $1,000,000 per occurrence, and $1,000,000 for property damage.
The contract is firm-fixed-price for one base year with four optional one-year renewal periods, not to exceed five years total, with anticipated start June 10, 2026. Evaluation criteria weigh technical factors (understanding, approach soundness, feasibility, quality control, completeness), past performance (recency, relevancy, quality), and price, with non-price factors more important than price. Payment is processed through the Department of Treasury's Invoice Processing Platform, based on actual weights transported with weekly reporting required.
