About this file

This is a Questions and Answers document clarifying key requirements for Solicitation 140P8226Q0009, a solid waste removal contract for Hawaii Volcanoes National Park (HAVO) under the Department of the Interior National Park Service.

The document addresses two critical clarifications: First, it resolves a discrepancy between the Performance Work Statement and Price Schedule regarding container quantities and waste stream categories. HAVO requires three (3) total containers to be deployed year-round at the Rain-shed area—one for regular solid waste, one for metal waste, and one for construction waste. The clarification confirms that "Construction Metal Waste" and "Metal Waste" are two separate, dedicated containers rather than a combined single container. Second, the document permits contractors to include additional costs for driver waiting time during Invasive Species Inspection as a separate line item in their pricing proposals. These clarifications are essential for accurate bid preparation and pricing accuracy in responding to this solicitation.

Solicitation: 140P8226Q0009 Answers to Questions

1. Discrepancy between the PWS and Price Schedule regarding the required number of containers and waste streams. PWS Section 2.0 (Page 4, Item 2): States that the contractor shall "Provide the park with one municipal solid waste container and one construction metal waste container." This indicates a total requirement of two (2) containers. Waste Stream Breakdown: The Price Schedule lists three (3) distinct lines: Solid Waste, Construction Metal Waste, and Metal Waste. Should the contractor price out and deploy two (2) total containers or three (3) total containers at the Rain-shed area? Please confirm if "Construction Metal Waste" and "Metal Waste" are intended to be combined into a single container or if they represent two separate, dedicated bins.

Answer: Construction and metal waste are two separate containers. HAVO needs a total of three (3) containers year round, one for regular solid waste, one for metal waste and, one for construction waste.

2. Can additional costs be included for driver waiting time during Invasive Species Inspection?

Answer: Yes. Contractors may include costs associated with Invasive Species Inspection as a separate line item, including any applicable driver waiting time.
