About this opportunity
The National Park Service seeks rental of equipment for Hawaii Volcanoes National Park with quotes due July 31, 2026, with Amendment 0001 extending the deadline from the original July 17 date. The procurement is a WOSB set-aside under NAICS 532412 with a $40 million size standard threshold.
Place of performance is Hawaii Volcanoes National Park at 1 Crater Rim Drive, Island of Hawaii, HI 96718. The requirement comprises three contract line items: one skid steer loader with shoulder widener attachment (95–114 HP, KU SVL95–SVL97 model or equivalent), one 5-ton dump truck, and optional heavy equipment delivery, pickup, and invasive species inspection services. Equipment must be rented for three months from September 1 through November 30, 2026, and delivered Monday through Thursday between 6:00 AM and 4:00 PM Hawaii-Aleutian Daylight Time.
The skid steer must feature a minimum 2,000 lb rated operating capacity, standard quick-attach mounting system, ROPS/FOPS certification with functioning seat belt restraints, and dimensions of 51 inches height, 98 inches length, and 96 inches conveyor belt length. The dump truck requires a steel-frame chassis, hydraulically operated steel dump bed with smooth interior and reinforced sidewalls, DOT compliance, commercial-grade tires suitable for paved and unpaved surfaces, functional lighting and backup alarm, secure tailgate with locking hardware, and fully operational hydraulic lift system. Both pieces must be fully serviced and operational at delivery, include manufacturer's standard commercial warranty covering defects, comply with OSHA safety standards, and be free of active fluid leaks.
All contractor vehicles must pass invasive species inspection coordinated with NPS representatives no less than seven days prior to delivery, including pressure-washing to remove mud, plant debris, and visible contamination, interior vacuuming, and invasive ant testing using peanut butter-baited chopsticks. Rejected shipments due to contamination must be treated at the vendor's expense before reinspection. The contractor provides all offloading equipment and assumes responsibility for routine maintenance and repairs due to mechanical failure. Quoted pricing must remain valid for a minimum of 60 days. Evaluation awards to the responsible offeror whose conforming offer is most advantageous to the government based on price and technical specifications. The contracting officer is Christie Tapp, 360-869-3670, christine_tapp@ios.doi.gov.
