About this file

This is a Specifications document for equipment rental services at Hawaii Volcanoes National Park (HAVO), Revision 1 dated 7.27.26.

HAVO seeks to rent one skid steer track loader (95-114 HP, KU SVL95-SVL97 model) equipped with a compatible hydraulic shoulder widener attachment, and one 5-ton dump truck. The equipment is required to transport, place, shape, and compact aggregate material along roadway shoulders to improve drainage, enhance motorist safety, and protect pavement integrity in a remote, environmentally sensitive setting. The skid steer must have a minimum 2,000 lb. rated operating capacity, standard quick-attach mounting system, height of 51", length of 98", and conveyor belt length of 96". The 5-ton dump truck must feature a steel-frame chassis, hydraulically operated steel dump bed with smooth interior and reinforced sidewalls, DOT compliance, commercial-grade tires suitable for paved and unpaved surfaces, functional lighting and backup alarm, secure tailgate with locking hardware, and fully operational hydraulic lift system. Both pieces of equipment must be delivered fully serviced and operational. The contractor is responsible for routine maintenance, repairs, and replacement if equipment becomes inoperable due to mechanical failure, with standard wear and tear excluded from contractor liability. Equipment must comply with applicable OSHA safety standards, include manufacturer-installed guards and safety decals, and the skid steer must have ROPS/FOPS certification with functioning seat belt restraint systems.

Delivery shall occur Monday through Thursday between 6:00 AM and 4:00 PM Hawaii-Aleutian Daylight Time to the Maintenance Yard at 1 Crater Rim Drive, Hawaii Volcanoes National Park, HI 96718. The rental period is three months. The contractor must provide all equipment necessary for offloading and ensure personnel are appropriately licensed and qualified. All contractor vehicles must pass invasive species inspection coordinated with NPS representatives at least 7 days prior to delivery; contaminated shipments will be rejected and must be treated at the vendor's expense before reinspection. The Park Point of Contact will inspect equipment at time of delivery and reserves the right to reject non-conforming items at no cost to the Government. Invoices must be submitted to the Contracting Officer's Representative or Park Point of Contact for approval prior to submission through the Invoice Processing Platform (IPP). The contractor must provide a rental agreement and two complete key sets for all doors, hatches, and ignition at pickup.

Specifications for:

Equipment Rental

For Delivery to Hawaii Volcanoes National Park

1 Crater Rim Drive HNP HI 96718 Revision 1 – 7.27.26

OVERVIEW

Hawaii Volcanoes National Park (HAVO) intends to rent commercially available one (1) skid steer equipped with a compatible hydraulic shoulder widener and one (1) 5-ton dump truck.

HAVO requires the skid steer with spreader box attachment and dump truck to transport, place, shape, and compact aggregate material along roadway edges to reestablish proper shoulder width, improve drainage, enhance motorist safety, and protect pavement integrity.

Because work will occur in a remote, environmentally sensitive setting with narrow work areas and ongoing public traffic, the equipment must be maneuverable, reliable, and capable of precise material placement while supporting continuous daily operations. This project directly supports visitor safety, preservation of roadway infrastructure, and protection of park resources.
