About this opportunity

The Department of the Air Force's 66th Civil Engineer Squadron at Hanscom Air Force Base, Massachusetts, is publishing a Special Notice establishing the HERO Umbrella Program, with a due date of September 30, 2027. No set-aside is used. Under 10 U.S.C. 2808a, the program awards Other Transaction Agreements to modernize base infrastructure and execute facility repair and construction projects, and traditional FAR rules do not apply. The Air Force Materiel Command Lifecycle Management Center at Hanscom AFB is the listed agency. The program remains active for one year from the October 26, 2026 posting. During that period, the Government will publish project-specific Areas of Interest (AOIs), each stating project requirements, response date and Solution Brief instructions, and the delivery model, such as Progressive Design-Build using open-book Guaranteed Maximum Price pricing or Build-Only commercial delivery. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all eligible, with no Nontraditional Defense Contractor prerequisites and no cost-share mandate. The framework seeks to lower entry barriers for builders with limited or no prior federal contracting experience.

Notice text

1. BOTTOM LINE UP FRONT (BLUF)
The Department of the Air Force, specifically the 66th Civil Engineer Squadron (66 CES) at Hanscom Air Force Base (AFB), Massachusetts, is publishing this Umbrella Program Notice to announce the establishment of Hanscom’s Execution & Rapid Operations (HERO) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. § 2808a, HERO seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience.

2. PROGRAM STRUCTURE & TIMELINE
Rather than a single, one-off project solicitation, this Notice establishes the HERO Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella.

Each independent AOI will outline:

  • The specific facility construction, repair, or modernization project requirements.
  • The exact response date, time, and instructions for submitting Solution Briefs.
  • The collaborative delivery model designated for that project, such as Progressive Design-Build (PDB) utilizing open-book Guaranteed Maximum Price (GMP) pricing, or Build-Only (BO) commercial delivery.

3. ELIGIBILITY & PARTICIPATION
The HERO framework actively seeks to lower barriers to entry. Unlike prototype OTAs, 10 U.S.C. § 2808a carries no statutory Nontraditional Defense Contractor (NDC) prerequisites and zero cost-share mandates. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all fully eligible and strongly encouraged to monitor this notice and participate.

4. ACTION REQUIRED FOR INTERESTED VENDORS
Interested commercial builders and designers should take the following immediate steps to prepare for upcoming HERO projects:

  1. Monitor This Posting: Bookmark this SAM.gov notice. All project-specific AOIs will be posted as amendments or linked notices here.
  2. Register on SAM.gov: Ensure your company has an active, completely free registration and Unique Entity ID (UEI) on SAM.gov.

Form Teaming Alliances: Begin networking with regional design firms, general contractors, and trade subcontractors to build integrated design-build consortia capable of executing rapid, commercial-style projects.
