The purpose of this amendment is to include 52.252-3 in section L posting of questions and answers received regarding hangar light replacements. Closing date and time of 10/10/2023 at 4:00 PM PST remains unchanged. Submit quotes via email to Beth Exzabe at Beth.a.exzabe.civ@us.navy.mil.

1 . What is the height from finished floor to highest point in Hangar?

Answer: The height from floor to the interior hangar ceiling 28’01”.

2. Is the hangar clear of obstacles or is Contractor to put into price, moving of objects to get lifts in to complete work?

Answer: The hangar is occupied with jets and drones.  The government representatives (Rodney and Nick) will work with the tenants to move equipment around the work area and man-lift during this construction. 

3. What size wire is currently feeding Lighting panel “LPA”?

Answer: The actual wire size from the main switchboard to panel LP is unknown.  However, it is 225A panel so it should be 4#4/0 under 75C.

4. It states that the Site Safety and Health Officer may also serve as the Site Superintendent. It than

states that the Quality Control can be a “Roving Project Manager” Does this mean that the SSHO

and Superintendent are one hat and to be on-site at ALL times and the QCM does NOT have to be

on-site at all times but as needed? This would mean the contractor is to put one hat into proposal?

Answer:The Part 2a required a full time Superintendent and a part time (roving) QC manager.  So just a superintendent will not meet the requirements of Part 2a.  The QC position (second Hat) will need to be proposed, but it will not need be a full time position.

The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on a full and open competition basis hanger light replacements. This is a Firm Fixed Price (FFP) requirement for replacing hanger lights, located at Pt. Mugu, CA 93042. The project magnitude is between $100,000 - $250,000, this will be awarded under Simplified Acquisitions.  See Section C Front-End Specifications and Section J attachments for details.

Questions and Answers will be provided in lieu of site visit. Questions will be accepted by email to Beth.a.exzabe.civ@us.navy.mil. All questions must be received by 2PM PST on 9/13/2023. Questions and answers will be posted by 9/27/23.If no questions are received by 2PM PST 9/13/2023, the solicitation will be amended to shorten closing
date.Complete details will be available in the solicitation. 

This procurement will be a small business set-aside and all responsible sources may submit a quote, which shall be considered by the agency. Respond to Beth Exzabe, by email to Beth.a.exzabe.civ@us.navy.mil . Quotations are via email. The solicitation or Request for Quote (RFQ) for N6893623Q0254 will be posted on the Contract Opportunities hosted on beta.SAM.gov website at https://fbohome.sam.gov/ on or about 8/30/2023.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated.
