Part 2, Attachment A Order Specific Requirements
NOTE: Use this Part 2A document as a guide to include project-specific, geographic and facility-specific requirements that are over and above or different from the corresponding paragraphs of PART 2, “BOA General Requirements”. Comments shown are examples not intended to limit editing. Only those paragraphs that are more likely to require editing are listed below; edit as necessary to include project-specific information. When printing, do not print “Hidden” text commentary.
The following requirements are project specific and may either supplement and/or modify those requirements contained in the body of Part 2, General Requirements, which is issued with the prior contract basic documents. Paragraph numbers in Part 2 correspond to those in Part 2, Attachment A. This document may also be referred to as Part 2A.
Paragraph 3: DESIGN Design documents are not required for this Order.
Submit shop drawings and manufacturer’s data to demonstrate compliance with Order requirements.
NOTE: Include requirements for telephone (NCTAMS) and LAN (NMCI)
NOTE: Provide specifics, such as where Contractor is to submit materials. Recommend Over-the-Shoulder reviews jointly with Contractor and subcontractors.
Provide electronic copies of submittal materials to the following reviewers at least 1 week prior to the over-the-shoulder review meeting:

NOTE: Identify below submittals that require Government approval prior to the Contractor beginning construction.

NOTE: Identify construction submittals to be forwarded to the Government for surveillance. Modify this list for the project requirements.
3. Submit the following construction submittals to the Government for surveillance:
1. Fire protection related submittals pertaining to spray-applied fireproofing, fire stopping, fire alarm reporting or detection systems, fire suppression systems including fire pumps and standpipe systems. N/A
1. Geotechnical related submittals pertaining to soils investigations, foundations, pavements structure design, and piles. N/A
1. Roofing submittals pertaining to materials and systems used to make up the roof system. N/A
1. HVAC Testing, Adjusting, and Balancing. N/A
1. Telecommunications for coordination with the NMCI Contractor. N/A

NOTE: Retain the surveillance submittal below if the project requires US Green Building Council Certification.
Paragraph 4: FIRE PROTECTION AND LIFE SAFETY REQUIREMENTS NOTE: Alterations to floor plan layout may affect the life safety of the facility. Any alterations shall be discussed with the cognizant NAVFAC FPE to clarify the fire protection scope of the project.
NOTE: Include for projects providing new, or renovating existing, fire alarm systems, mass notification systems, or fire suppression systems (including kitchen hood fire extinguishing systems and fire pumps).
NOTE: If the work includes fire protection it requires the services of a FPE.
A Fire Protection Engineer (FPE) is not required for this Task Order.
Paragraph 5: QUALITY CONTROL NOTE: Include additional or special QC requirements, such as separate QCM and project superintendent or different QC Plan requirements. Note that Paragraph 32 SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS edits within this Attachment A allow for requirement of separate persons or a combination of duties serving as Superintendent and SSHO. Edit the below option to indicate if it is desired to have separate persons as the Superintendent and the QCM or if duties can be combined. Technical Submittal specific requirements are included in Paragraph 3 DESIGN requirements above.
The roving Project Manager will be responsible for Quality Control.
NOTE: Include additional or special QC requirements, such as separate QCM and project superintendent or different QC Plan requirements. Note that Paragraph 32 SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS edits within this Attachment A allow for requirement of separate persons or a combination of duties serving as Superintendent and SSHO. Edit the below option to indicate if it is desired to have separate persons as the Superintendent and the QCM or if duties can be combined. Technical Submittal specific requirements are included in Paragraph 3 DESIGN requirements above.
The Superintendent may not serve, as the Quality Control Manager on this project.
NOTE: Delete the following paragraph requiring Special Inspections if the project does not include any structural work, where the building is unoccupied, or where the structural portion of the work is very straightforward. Special Inspections should be required where the occupancy of the building or the complexity of the structural work requires an increased level of inspection. If the structural portion of the work requires signed and sealed structural drawings, Special Inspections are probably required. Special Inspections are also required for EIFS.
Special inspection, testing, approvals, certifications, observations and quality assurance plans as prescribed in Chapter 17 of the IBC are required.

Paragraph 7: SUPERVISION Refer to Part 2 NOTE: Include requirement(s) for language fluency such as Host Nation language of foreign country project.
Paragraph 9: BUDGET MANAGEMENT NOTE: Include following paragraph if a Budget Management System is required for this project.
This project does not require a Budget Management System be developed and maintained.
Refer to Part 2 Paragraph 11: ACCESSIBILILTY NOTE: Include any requirements for barrier-free design for this project.

Refer to Part 2 Paragraph 14: INVOICING PROCEDURES NOTE: List conditions when payment for off-site material will be allowed. Note that Part 1 must include relevant clauses for payment of material stored off-site.
Refer to Part 2 Paragraph 16: EXISTING UNDERGROUND UTILITIES NOTE: Include special requirements, such as dig permits or station requirements.

Paragraph 18: CONTRACTOR WORK SITE NOTE: Include special constraints or requirements, such as contractor lay-down limitations, site fencing, or other site-specific requirements.
Contractor will submit a plan for his laydown yard.
Paragraph 19: TEMPORARY UTILITIES NOTE: Include water and power utility rates, specific backflow-preventer requirements and installer qualifications, plus actual location(s) for tie-ins if applicable.
Temporary use of utilities is allowed.
Paragraph 20: ENVIRONMENTAL CONTROLS AND PROTECTION NOTE: Projects that involve disturbance of site soils, building components, finishes, renovations, equipment or structures and demolition, require the contractor to complete ECATTS training. Coordinate with local environmental to ensure all applicable regulations and standards are met. As a guide, see UFC 3-800-10N for additional information. ********************************************************************************************************************** Contractor to follow Best Management Practices for Storm Water Runoff.
NOTE: Coordinate with local environmental personnel to ensure applicable regulations and standards are met for the project. Special environmental requirements apply to projects involving:
Flooring replacement, lead paint disturbance, replacement of finishes, plumbing upgrades, elevator upgrades, HVAC related work, replacements (e.g., windows, doors, cabinets, sinks, fixtures), renovations, demolition that involve removal or disturbance of more than 260 linear feet, 160 square feet or 35 cubic feet; projects that require removal or disturbance of asbestos containing materials within DoD schools; projects that require removal or disturbance of painted surfaces within a child occupied facility. See UFC 3-800-10N for additional information. Edit below to indicate special environmental requirements.
NOTE: Many states have requirements more stringent than federal regulations with regard to environmental requirements. Consult your local environmental personnel to ensure compliance with state and local regulations. ********************************************************************************************************************** Paragraph 21: WASTE MANAGEMENT NOTE: Include special information, constraints or requirements, such as availability of landfill coupons or recycling resources.
[This project is eligible for issuance of landfill coupons, free of tipping fee, only for material generated by this contract that the Contracting Officer determines is waste and not recyclable. The coupons will be issued only upon written request by the Contractor on appropriate form. The four categories of coupons are: General refuse, Construction and Demolition debris, Clean Fill/Soil, and Clean Greens. Coupons are not available for concrete or asphalt. Misuse of coupons will result in forfeiture of existing and future coupons without adjustment of the contract price.]
Paragraph 22: OPERATION & MAINTENANCE (O&M) DATA NOTE: Define specific O&M requirements in Part 3 Paragraph 23: WARRANTY NOTE: Include special warranty requirements, such as those longer than 1 year or provided by manufacturer
Refer to Part 2 Paragraph 24: PERFORMANCE EVALUATIONS Refer to Part 2 NOTE: Include Performance Assessment Plan, with features and requirements, if applicable. Refer to Part 6 of the Download tab on the Standard Design-Build Master website for editable copy of “Performance Assessment Plan” at the following link http://www.wbdg.org/ndbm/Download/Download.html?Tab=Download. Modify to suit project.
Paragraph 25: WORK HOURS, ACCESS AND PASSES NOTE: Include any phasing requirements; define work hours if different from 0630-1700 Monday through Friday and special pass requirements.
Refer to Part 2 Paragraph 26: SECURITY REQUIREMENTS NOTE: Include special security requirements, such as escorts required.
Refer to Part 2 Paragraph 27: REQUIRED INSURANCE Refer to Part 2 Paragraph 29: GOVERNMENT FURNISHED MATERIAL AND EQUIPMENT NOTE: Include description, location, availability, and other conditions for any GFE.
None Paragraph 33: SAFETY AND OCCUPATIONAL HEALTH NOTE: Include safety and occupational health requirements beyond those specified in Part 2.
In lieu of the requirements of Part 2, the SSHO shall meet the following requirements:
| 1. | A minimum of 3 years safety work on similar projects. |
| 2. | 30-hour OSHA construction safety class or equivalent within the last 5 years. |
| 3. | An average of at least 24 hours of formal safety training each year for the past 5 years. |
NOTE: Edit the following if the SSHO and Superintendent must be separate persons (see corresponding paragraph in Part 2)
The Site Safety and Health Officer may serve also as the Superintendent.
NOTE: Include additional "Hot Work" requirements such as that for the contractor to obtain services from a NFPA Certified Marine Chemist for "HOT WORK" within or around flammable materials (such as fuel systems, welding/cutting on fuel pipes) or confined spaces (such as sewer wet wells, manholes, and vaults) that have the potential for flammable or explosive atmospheres (see sub-Paragraph 32.i. ) Obtain services from a NFPA Certified Marine Chemist for “HOT WORK” within or around flammable materials (such as fuel systems, welding/cutting on fuel pipes) or confined spaces (such as sewer wet wells, manholes, and vaults) that have the potential for flammable or explosive atmospheres.
NOTE: Include advance notice if different than 15 days and special requirements for Contractors to apply for utility outage (see sub-Paragraph 32.k. ) Request for utility outages at least 30 days in advance.
