About this opportunity
The Department of Agriculture Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice announcing its intent to award a sole source contract to Hamilton Company for a Premium Plus Service Agreement. This procurement is set aside for small businesses and involves the on-site maintenance of one Hamilton USDA NGS MOA STAR Workstation located at the Plant Pathogen Confirmatory Diagnostics Laboratory in Laurel, Maryland. The notice is being conducted under Federal Acquisition Regulation 6.302-1, which allows for sole source procurement when services are available from only one responsible source. The contract will be a firm fixed price agreement with a one-year base period of performance. APHIS has posted this notice to allow potential contractors to respond if they believe competition would be advantageous to the government.
The purpose of this Special Notice is to provide transparency regarding the government's intent to award this maintenance contract without competition, while allowing interested parties to submit evidence that competition would be beneficial and feasible. Responses to the notice must be submitted by August 11, 2025, and must demonstrate that competition would not be cost or time prohibitive and would not hinder the national solid waste recycling measurement initiative. The service agreement includes priority dispatch with 24-hour target response times, guaranteed 48-hour response times for down instruments, 4-hour callback guarantees, and covers all parts, travel, and labor costs along with one preventative maintenance visit per year. Hamilton Company has been identified as the sole source because they are the original manufacturer of the specialized equipment and the only approved provider for maintenance services required for ISO/IEC 17025 laboratory accreditation compliance. The government emphasizes that this is not a request for quotes or proposals, and responding parties will bear their own costs for any submissions made in response to this notice.
